Description:: Development of Fundamental Business Strategy for Environmental Protection Agency to Attain Financially Autonomous Public Sector Agency Status.

The services required will include the following;

1. Undertake comprehensive assessment of existing operational, financial and legal capabilities of the Agency;
2. Assess the adequacy or otherwise of existing tariff and fee levels and also identify potential revenue generation options;
3. Examine operational methods to ensure maximum efficiency through cost reduction and as far as possible introduce incentive schemes based on employee productivity;
4. Examine the current inflows/sources of funds into the National Environment Fund and use of the funds within the context of the existing law;
5. Identify, analyze and provide specific recommendations of technically feasible and commercially attainable range of options or models for attaining financially autonomy;
6. Develop a draft Fundamental Business Strategy Road Map;
7. Where possible study countries or agencies where similar models are being implemented and recommend study tours to such institutions
