- The Government of Ghana has received financing from the World Bank toward the cost of the Second Land Administration Project (LAP-2), and intends to apply part of the proceeds for consultant services.
LAP-2 is a follow on project of LAP-1 and is being implemented based on the National Land Policy which came into effect in 1999. The Project concentrates on completing outstanding legal and institutional reforms, removing business bottlenecks, promoting transparency and addressing various land administration challenges with the view to: (i) speeding up land registration and delivery of titles and deeds; (ii) enhancing security of tenure; and (iii) strengthening the settlement of land disputes, among others. The Project also supports the completion of the Land Bill, engaging in legislative and institutional reforms started under LAP-1. The Project is being implemented through four-interrelated Components, namely:
1. strengthening the Policy, Legal and Regulatory Framework for Land Administration;
2. decentralizing and improving Business and Service Delivery Processes;
3. providing improved Maps and Spatial Data for Land Administration; and
4. engaging in Human Resource Development and Project Management.
The consulting services (“the Servicesâ€) include formulation of appropriate LIs to implement the land use and spatial planning law in furtherance of the section 184 of the law dealing with “guidelines, regulations, manuals and detailed instructions.
The objective of the consultancy is to assist the Town and Country Planning Department and its Stakeholders under LAP-2 to:
i. facilitate passage of the Land Use and Spatial Planning Bill into law; and
ii. formulate the appropriate subsidiary legislations required to implement the law; and
iii. facilitate the process for their consideration by Parliament.
The Consultant should adopt participatory processes, broader stakeholder consultations covering both public and private sectors, including Academia to achieve the objectives of the consultancy.
The Consultancy will cover the following:
a. guide the Client in the preparation of the necessary technical inputs and legislative drafting instructions for the Legislative Instruments;
b. formulate the appropriate LIs to implement the land use and spatial planning law in furtherance of the section 184 of the law dealing with “guidelines, regulations, manuals and detailed instructions;
c. draft relevant memoranda for forwarding the legislative instruments to the Office of the President;
d. identify critical issues that require further consultations by key stakeholders as input into further development of the LIs;
The duration of the consultancy shall be 7 months.
The Town and Country Planning Department through the Land Administration Project Coordinating Unit now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. All firms shall have 10 years experience in the field of legislation drafting. The selected consultants shall undertake the assignment by engaging experienced professional staff and also provide Technical and Managerial orgnization of the firm.
