- 1. The Government of Ghana has received funding from the International Development Association (IDA) towards the cost of implementation of the Local Government Capacity Support Project (LGCSP) and intends to apply part of the proceeds of this credit to payments under the contract for Consulting Services for Assessment of Environmental & Social Management Framework (ESMF) and Resettlement Policy Framework (RPF) compliance by Metropolitan/Municipal Assemblies under the LGCSP.
2. The overall objective of this Assignment is to provide the Government of Ghana, the World Bank and interested Stakeholders with an independent assessment of the status of compliance with and effective management of environmental and social safeguards of the LGCSP.
3. The specific objectives are to: (i) Review and validate whether the underlying assumptions and requirements for safeguards compliance are achievable by MMAs; (ii) Review and determine the extent of compliance with safeguards procedures including ability to clearly identify potential safeguards impacts, procedures for screening sub-projects, public consultation; (iii) Review and determine the extent of institutional arrangements and capacity for safeguards implementation; (iv) Review and determine the extent to which implementation of safeguards is contributing to the sustainability of sub- projects implemented by MMAs; (v) Identify and document lessons learnt from safeguards implementation; (vi) Make recommendations based on the overall review findings to improve the overall purpose of safeguards requirements and project sustainability.
Scope of Assignment: Based on the objectives of the review, the scope of the assignment will comprise the following: (i) Detailed review of the status of compliance and implementation of safeguards requirements, and an assessment whether it is on track or not including emerging issues to be addressed going forward for the remaining period of the project; (ii) Identification and determination of the efficiency, effectiveness and sustainability of methods and mechanisms employed for safeguards due diligence at MMA and National level; (iii) Identification and determination of the contribution of safeguards implementation to the sustainability of sub-projects triggered by safeguards instruments (vi) Assessing the capacity of the MMAs and the MLGRD safeguards compliance and implementation; (v) Presentation of key findings and recommendations to the MLGRD
The Ministry of Local Government and Rural Development (MLGRD) now invites eligible consulting firms to indicate their interest in providing the services described above. Interested consulting Firms/Institutions should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
(1) General Experience – [10 points];
(2) Firm’s experience in Similar Assignments – [20 points];
(3) orgnisational Structure – [20 points]
(4) Availability of Appropriate Competencies/Skills among Staff – [50 points].
