- The consulting services involve the auditing of accounts for Project Financial Statements prepared by the PID. The audit of the Project Financial Statements (PFS) is to enable the auditor express a professional opinion on the financial statements of the DFID Supported Project, for the period November 2010 to December 2014, and of the funds received and expenditures for the accounting periods ending on those dates as well as an opinion on the Statement of Expenditure and the Designated Account. The audit will be carried out in accordance with International Standards of Auditing, and will include such tests and controls as the auditor considers necessary under the circumstances. The objectives of the assignment are:
i. To have the Financial Reports/ Statements of the Project audited in accordance with the provisions of the Memorandum of Understanding (MOU) signed between Government of Ghana and UK/DFID Government. Each audit of the financial reports/statements shall generally cover the period of one fiscal year (January to December) as follows:
• November 2010 to December 2011;
• January to December 2012;
• January to December 2013;
• January to December 2014;
ii. To prepare audited Financial Reports/ Statements for specified periods which would be furnished to DFID in accordance with the signed MOU;
iii. To determine the extent of accuracy and adequacy of accounting records and internal controls; ascertain the appropriateness of the selection and application of accounting policies, and the safeguarding of the assets of the entity;
iv. To verify the existence and accuracy of written confirmation of information concerning representations made to the auditor in connection with the audit;
v. To determine whether, in all material respects, the grant funds have been used in conformity with the provisions of the MOU, including the work plan and any amendments thereto;
