- 1. The Government of Ghana has received funding from the International Development Association (IDA) and USAID for the implementation of the Ghana Commercial Agriculture Project (GCAP). The Management of GCAP intends to procure the services of a consultant to design and supervise the rehabilitation/modernization of the TONO and VEA Irrigation Schemes. Both projects are located in the Guinea Savannah ecological zone of Ghana and under the management of the Irrigation Company of Upper Region (ICOUR).

The TONO scheme was established by the Ghana Government to promote the production of food crops by small scale farmers within organized and managed irrigation schemes. It is located at Tono near Navrongo in the Upper East region of Ghana. It has a gross area of 3860 ha with a potential irrigable area of 2680 ha of which 2490 ha has been developed. The source of water is the Tono River.
Construction of the project was started in 1975 and completed in 1985. Some rehabilitation of the gravity scheme was carried out in 2008 by replacing the concrete slabs in the main gravity canal.
The VEA scheme is situated at Vea near Bolgatanga, Upper East Region. Construction started in 1965 and was completed in 1980. The Vea scheme has a potential irrigable area of 1197 ha and the area developed is about 850 ha. . The source of water is the Yarigatanga River.
2. The objective of this Consultancy is to rehabilitate and modernize the Tono and Vea schemes (irrigation and drainage systems) to make them fully operational with improved water conveyance efficiency and improvements in technical operations and scheme management.
3. The scope of the services for the two schemes would include (but are not limited to) the following:
(i) Updating of topographic and cadastral maps of the command areas and detailed longitudinal and cross section data of all canals and drains;
(ii) Preparation of designs for rehabilitation/modernization of irrigation and drainage infrastructure including construction drawings, cost estimates, economic and financial analyses, and bidding documents according to World Bank standards and regulations;
(iii) Assisting the client to procure the services of a construction agency following World Bank standards and regulations;
(iv) Supervision of construction of all infrastructure including works;
(v) Assisting the client to set up Water User Associations (WUAs);and
(vi) Preparation of an Operations and Maintenance Manual together with an effective O&M implementation plan.
The consultant is expected to use up-to-date techniques in surveys and designs and provide least cost solutions to achieve the objective of optimal technical and economic use of the available water in the system. The duration of the consultancy is approximately 36 months.
4. The Ministry of Food and Agriculture (MoFA) now invites consulting firms to indicate their interest in providing the services described above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform these services. Short listing criteria include the following: (1) Core business and numbers of years in business (annual turn-over in last five years should be at least US$ 3 million equivalent);
(2) Technical and managerial organization of the firm;
(3) Availability of appropriate skills among staff - including but not limited to specialists in modern canal instrumentation and operation, irrigation and drainage design,and technical surveyors with experience in modern surveying techniques,
(4) Firm's experience in similar assignments (minimum of 15 years of experience in irrigation and drainage infrastructure design, formation of water user associations and/or organizational development) ; and
(5) Firm's experience in working in similar conditions/environments (minimum 5 years of experience).
