- Consulting Services for the provision of improved Institutional Sanitation and Water Supply facilities, including preparation and implementation of institutional facility management and hygiene education plans for MMAs in GAMA.
The Government of Ghana has received a grant from the International Development Association (IDA) towards the implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA-SWP), and intends to apply part of the proceeds for individual consultant services as Capacity Building Coordinator. The objective of the Project (GAMA-SWP) is to increase access to improved sanitation and water supply in the GAMA (comprising 11 Metropolitan and Municipal Assemblies (MMAs) and to strengthen management of environmental sanitation, with emphasis on the low income communities (LIUC).
The project is designed to benefit:
• At least 250,000 people living in selected LIUCs (defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable sanitation facilities) within the GAMA, who will gain access to improved sanitation and water services;
• The population of the GAMA in general, who will benefit from improved planning, implementation and management of environmental sanitation services and reduced pollution.
The 11 Metropolitan and Municipal Assemblies (MMAs) of GAMA, have the primary responsibility of managing environmental sanitation activities within their respective jurisdictions through the Waste Management Department (WMD). However, some of these MMAs are rather weak, with quite limited technical and financial capacity.
The environmental health and sanitation function is supported at national level by the Environmental Health and Sanitation Directorate (EHSD) within the Ministry of Local Government and Rural Development. As the EHSD is relatively still weak, specific Technical Assistance (TA) or Capacity Building Coordinator is to be procured under the Grant for the EHSD to build its capacity to provide technical support to the MMAs in particular and to other MMAs beyond GAMA.
The Capacity Building Coordinator will be based at the EHSD and will work closely with them. As a Team Leader, The Capacity Building Coordinator will be directly supported by two other dedicated professional staff, a Technical Expert and a Behavior Change Communication Specialist which will constitute the Capacity Building Team (CBT). Following approval by the Bank and the client (World Bank/EHSD/PCU/MLGRD), the Capacity Building Coordinator shall be required to prepare Terms of Reference for the appointments of the Technical Expert and Behavior Change Communication Specialist to constitute the CBT. The CBT will also be provided with support staff, consisting of an office manager/secretary and a driver, all to be contracted through the Ministry’s Project Coordinating Unit (LGPCU).
The objectives of the consulting services (“the Servicesâ€) will include, inter alia, to;
(i) Provide strategic direction for urban sanitation in Ghana;
(ii) Provide leadership and training of Public health engineers seconded to the WMDs in GAMA and countrywide;
(iii) Support the GAMA WMDs in implementing community-level interventions (both hardware and software);
(iv) Strengthen the sanitation monitoring system;
(v) Regulation of environmental sanitation service providers; and
(vi) Mediate a dialogue between the MMAs and other key stakeholders, leading to the establishment of sustainable arrangements for operating and managing sanitation facilities shared between the MMAs in the long term, with private sector support under PPP arrangements.
The assignment is expected to be undertaken within an initial period of 24 months, with the possibility of annual extension(s) subject to satisfactory performance.
The Ministry of Local Government and Rural Development, now invites eligible Individual (“Consultantâ€) to indicate their interest in providing the above Services under the project with the EHSD of MLGRD.
Interested Individual Consultants should provide information, including a detailed resume or Curriculum Vitae demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Selection will be based on the Individual Consultants’ Qualifications (IC) in accordance to the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers†dated January 2011â€. Individual Consultants having the required experience and competence relevant to the assignment shall be shortlisted, assessed and compared, and the best qualified and experienced individual shall be selected. .
