Consulting Services for the provision of improved Institutional Sanitation and Water Supply facilities, including preparation and implementation of institutional facility management and hygiene education plans for MMAs in GAMA.

The Government of Ghana has received a grant from the International Development Association (IDA) towards the implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA-SWP), and intends to apply part of the proceeds for consulting services for implementation of the Institutional Sanitation component of the project. The objective of the Project is to increase access to improved sanitation and water supply in the GAMA (comprising 11 Metropolitan and Municipal Assemblies (MMAs) and to strengthen management of environmental sanitation, with emphasis on the low income communities (LIUC).

As part of the strategy towards achieving its development objective, the project is promoting under Component 1, the provision of institutional (school) sanitation and water supply facilities, including preparation and implementation of facility management and hygiene education plans and campaigns for environmental sanitation behavioral change in each of the participating GAMA MMAs as listed in (1) below:

The consulting services (“the Services”) include inter lia;
1. Review of available toilet technologies suitable for institutions or for intensively used public areas;
2. Proposing and preparing works package for construction of most viable toilet facility type suitable for each MMA select institutions;
3. Provision of the necessary services required for construction, including preparation of tender document, evaluation of bids, and construction supervision,
4. Prepare and implement facility management and hygiene education plans.

The assignment is expected to be undertaken within a period of 30 months, including 12 months defect liability/maintenance period and expected to start from November 2014.

The Ministry of Local Government and Rural Development, acting on behalf of each of the participating MMAs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services for each MMA as listed in (1) above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The participating MMAs listed in (1) above shall select one consultant each to perform the Services for the MMA. The Selection will be based on the Consultants’ Qualifications (CQS) in accordance to the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011”. Firms having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected firm shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. Both technical and financial aspects of the proposal may be negotiated.
