Description:
The Government of Ghana, acting through the Ministry of Local Government and Rural Development, is implementing the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA SWP), funded through an IDA grant and intends to apply part of the proceeds for Community Engagement, Design and Implementation Supervision for Improved Sanitation in MMA select Low Income Communities in GAMA.

The objective of the project is to increase access to improved sanitation and improved water supply in the Greater Accra Metropolitan Area (GAMA), with emphasis on low income urban communities, and to strengthen management of environmental sanitation across the GAMA.

An important component of this project is the upgrading of sanitation for a total of 250,000 people in low-income urban communities to be selected by the 11 Metropolitan and Municipal Assemblies (MMAs) in the project area, including promotion of hygiene education and campaign for environmental sanitation behavioral change. For the purposes of this project, low income communities have been defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable toilet facilities. Within these communities, households eligible for support are those living in a single room, and using a public toilet or other unacceptable toilet facility.

The participating GAMA Metropolitan/Municipal Assemblies (MMAs) are as listed in (1) below:

The “the Services” required include;
(a) Support the GAMA Municipal and Metropolitan Assemblies (MMAs) in engaging low income urban communities (LIUCs) to establish existing baseline situations for sanitation, water supply, and hygiene conditions and practices, and to identify technically, socially, economically, and environmentally appropriate solutions to improve sanitation and water supply services for poor households on a sustainable basis, in the target communities specified by the MMAs.
(b) Support the design and construction supervision of sanitation and environmental infrastructure to improve services in the LIUCs.
(c) Support the design implementation of hygiene promotion and behavioural change campaigns.

This is to be achieved in close collaboration with the communities, local and central agencies concerned, and with the formal and informal private sector for WASH services delivery, where appropriate.

This will include baseline and end line surveys, and the establishment of a simple, sustainable community-based monitoring system. It will also include participation in a series of learning and experience-sharing exercises aimed at developing an approach to sanitation upgrading in low income communities that can be replicated elsewhere.

The assignment is expected to be undertaken within a period of 36 months, and expected to start immediately after selection.

The Ministry of Local Government and Rural Development, acting on behalf of each of the participating MMAs now invites eligible Organization/NGOs/firm/Agency to indicate their interest in providing the Services for each MMA as listed in (1) above.

Interested NGOs/firms/Agencies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The participating MMAs listed in (1) above shall select Organization/NGOs/firm/Agency each to perform the Services for the MMA. The Selection will be based on the Organization/NGOs/firm/Agency Qualification (CQS) in accordance to the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011”. Organization/NGOs/firm/Agency having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected Organization/NGOs/firm/Agency shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. Both technical and financial aspects of the proposal may be negotiated.
