Consultancy Services for Update Assessment of Septage/faecal sludge Treatment in GAMA and Preliminary Designs of integrated strategic plan for faecal sludge treatment/management in GAMA

The Government of Ghana has received a grant from the International Development Association (IDA) towards the implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA-SWP), and intends to apply part of the proceeds for consulting services for Update Assessment of Septage / Faecal Sludge Treatment in GAMA and Preliminary Designs of Integrated Strategic Plan for Faecal Sludge Treatment/Management in GAMA. The overall objective of the GAMA SW Project is to increase access to improved sanitation and water supply in the GAMA (comprising 11 Metropolitan and Municipal Assemblies (MMAs) and to strengthen management of environmental sanitation, with emphasis on the low income urban communities (LIUC).

Important components of this project include:
1. Upgrading of sanitation for a total of 250,000 people in low-income urban communities selected by eleven (11) participating Metropolitan and Municipal Assemblies (MMAs) in the GAMA project area;

2. Development of an integrated GAMA-wide plan for liquid waste management; and

3. Financing critical elements out of the integrated GAMA-wide plans for Liquid waste management to improve collection, treatment and disposal of wastewater and septic/faecal sludge.

The consulting services under the proposed assignment (“the Services”) include inter alia;

i. Recommendation of optimum numbers, locations and technologies for faecal sludge treatment facilities in the GAMA, based on detailed analysis of factors including (but not limited to) treatment costs (including potential cost recovery from re-use products), projections of the faecal sludge collection and transport market, and related developments expected outside the GAMA SWP.

ii. Assessment of the past institutional and financial arrangements for management of the facilities, identify the reasons for failure, and propose more sustainable arrangements for effective operation and maintenance of the facilities, not excluding PPPs.

iii. Based on the foregoing, recommend/propose an integrated strategic plan for faecal sludge management (collection, transportation, disposal and treatment) in the GAMA including a prioritized list of new or rehabilitated facilities, proposed re-use arrangements and a regulatory regime developed in close consultation with the 11 MMAs and relevant Government agencies.

iv. Prepare an Environmental and Social Impact Assessment report and Preliminary Engineering Designs for the proposed faecal sludge treatment facilities.

The assignment is expected to be undertaken within a period of 6 months, including a period of one (1) month for making presentations to stakeholders and for incorporating client’s comments on draft reports. The assignment is expected to start immediately after selection of consultant.

The Ministry of Local Government and Rural Development, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
