Introduction and Background
The Government of the Republic of Ghana, represented by the Ministry of Trade and Industry (MOTI) in collaboration with the Ghana Standards Authority (GSA), an implementing agency of the Ministry, intends to engage a Consultant for the provision of Consultancy service for the Development of National Standards for Custody Transfer and Allocation Metering Systems.
In view of the quantum of the expected future growth within the Ghana Oil and Gas industry, Ghana Standards Authority (GSA) the institution charged to perform the functions and exercise the powers contained in both the Weights and Measures Act, 1975 (NRCD 326) and The Standards Act, 1973 (NRCD 173), recognizes that the implementation of measurements in the Oil and Gas industry is one of its statutory functions and that the standards and metering function is crucial to the development and success of this industry in Ghana.

Objective of Assignment
The objective of this EOI is to select an Independent Engineering Consulting firm, with proven capabilities in the Development of National Hydrocarbon Standards, Custody Transfer, and Design of Metrology Laboratories for Ghana Standards Authority. The shortlisted firms would be issued with Request For Proposal to enable them respond to the required Terms of Reference for the project.

Scope of Services
The Scope of the work is to assist GSA cover the following:
i. Developing National Hydrocarbon Measurement Standards, Prepare Standard Tender Document and Package for two (2) Liquid and one (1) Gas Custody Transfer Metering Systems.

ii. Prepare Standard Tender Document for the selection of Engineering and Procurement Contractor for the construction of the Metrology Laboratory and to supervise the work.

Expected Output
To assist the GSA in the development of standards for crude oil, refined products and natural gas, initial basic training which will include staff of Ghana Standards Authority. The development of standards should be achieved within six months. These are Ghana National Measurement Standards which when developed must be purchased by the Oilfield operators. By this, the components can be audited to ensure compliance and transparency.
Qualifications and Experience of Consultants
The Consulting Firm must be a profitable firm for the last three (3) years with an annual turnover of One Million, Five Hundred Thousand US Dollars (US$1,500,000.00). Copies of annual reports and audited balance sheets for the last three years should be provided.

The Consulting Firm must have experience of Developing National Hydrocarbon Measurement Standards, detailed engineering Package for the required Fiscal Metering Systems and Developing Oil and Gas Metrology Laboratories. Documentary proof must be provided in support of experience such as Order Copy, Contract Copy, and Certificate from Customer (at least three reference sites with contract value of the equivalent of over some years. The Consulting Firm must have deployed National Hydrocarbon Measurement Standards, Fiscal Metering Systems and Oil and Gas Metrology Laboratory Systems in an environment similar to Ghana

The Consulting Firm must have at least the following key personnel to be assigned to the project and should have a minimum of 10years experience in the Oil and Gas Industry:
- Project Manager
- Senior Metering Engineer/ Metrologist
- Discipline Engineers for Automation, E&I and Mechanical.
Invitation
The Ghana Standards Authority now invites eligible Engineering consulting Firms with proven capabilities in the Development of National Hydrocarbon Standards, Custody Transfer, and Design of Metrology Laboratories to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting Firm will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) of the Republic of Ghana. The Selection shall be by ”Qualitative Assessment method.” This EOI is not open to firms with interest in manufacturing or calibration.
