Description:
The Government of Ghana has received a grant from the International Development Association (IDA) towards the implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA-SWP), and intends to apply part of the proceeds for consulting services for Assessment and Improvement of Sewerage and Sanitation Services in Teshie-Nungua Estates of the Ledzokuku-Krowor Municipal Assembly (LEKMA)

The overall objective of the GAMA SW Project is to increase access to improved sanitation and water supply in the GAMA (comprising 11 Metropolitan and Municipal Assemblies (MMAs) and to strengthen management of environmental sanitation, with emphasis on the low income urban communities (LIUC).

Important components of this project include:
1. Upgrading of sanitation for a total of 250,000 people in low-income urban communities selected by eleven (11) participating Metropolitan and Municipal Assemblies (MMAs) in the GAMA project area;

2. Development of an integrated GAMA-wide plan for liquid waste management; and

3. Financing critical elements out of the integrated GAMA-wide plans for Liquid waste management to improve collection, treatment and disposal of wastewater and septic/faecal sludge.

The consulting services under the proposed assignment (“the Services”) include inter alia;

a. To undertake a thorough assessment of the sewerage network, sanitation services for households and the public in the Teshie-Nungua Estates and to assess the feasibility of improving/rehabilitating and expanding the Teshie sewerage network for improved services including an option of using existing Treatment Plant and Pumping Station locations or proposing an appropriate alternative treatment system.
b. Assess the past institutional and financial arrangements for management of the facility and, identify the reasons for failure
c. To undertake an environmental and social assessment of the interventions proposed, in accordance with World Bank safeguards requirements,

d. Develop a more sustainable and appropriate long-term model for managing (effective operation and maintenance) sanitation and sewerage services in the project area, which can be replicated elsewhere in GAMA, and in the country at large.

The assignment is expected to be undertaken within a period of 7.5 months, including a period of one and a half (1.5) months for client’s review and for making presentations to stakeholders and receiving feedback on draft reports. The assignment is expected to start immediately after selection of the consultant.

The Ministry of Local Government and Rural Development, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Only one consultancy firm shall finally be selected to perform the Services. The selection will be carried through competition among qualified short-listed firms in which the selection will be based both on the quality of the proposal and on the cost of the services to be provided (Quality- and Cost-Based Selection [QCBS]) in accordance with the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, and revised July 2014”. Firms having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced firms shall be shortlisted. Only shortlisted firms shall be requested to submit technical and financial proposals and, the highest ranked combined technical and financial evaluated firm shall be invited to negotiate a contract.
