Description:
The Livelihoods Empowerment against Poverty (LEAP) programme was developed by
the Government of Ghana in 2008 as a flagship National Social Protection Strategy
programme. The main objective of LEAP is to reduce poverty by increasing consumption
and promoting access to services and opportunities among extremely poor and
vulnerable households in Ghana. LEAP provides cash transfers to the poorest and
most vulnerable households in the country, with particular emphasis on households
with orphans and vulnerable Children, the elderly, and severely disabled persons. The
programme is currently being implemented by the Department of Social Welfare under
the Ministry of Gender, Children and Social Protection. The programme reaches about
90,000 households in 144 districts across the ten regions of Ghana. By 2016, the
programme is expected reach more than 200,000 households across the country.
Social Cash Transfer programmes are generally intended to deliver cash to beneficiary
households in a predictable, timely and regular manner. The process should also be
affordable and accessible - specifically, transaction costs for accessing payments should
be low to ensure sustainability of the programme. Making payments in a financially
inclusive way can also greatly enhance the developmental impact of cash transfers.
Therefore, rather than paying recipients with physical cash only, payments are delivered
to an account that allows recipients to access other financial services such as savings,
credit, remittances, and insurance.
Currently, the payment mechanism of the LEAP programme is designed to deliver cash
to all beneficiaries every two months according to the cycle illustrated in appendix D.
The LEAP Programme has also piloted three different models of electronic payments to
beneficiaries in 9 districts over the past 12 months. The results showed the following:
• Majority of caregivers/beneficiaries couldn’t read and write and, therefore had
their PINs written on paper , exposed to non-beneficiary/caregivers a and this
is prone to abuse by non-beneficiaries/caregivers
• Cases Management capability of some of the service providers were low.
• The LMU should be more involve in the initial registration of the beneficiaries
/caregivers by the PSPs.
• The unavailability of telecom Infrastructure in some districts adversely affected the pilot.

The Ministry of Gender, Children and Social Protection (MoGCSP) seeks Payment Service
Providers (PSPs) to provide a cost effective, accessible and robust electronic payment
solution for delivering cash to LEAP beneficiaries. The objectives of this Service Contract
are to:
• Verify the identities of all LEAP beneficiaries.
• Roll out an electronic payments system to existing LEAP beneficiaries (list of
beneficiaries per district available on request) in the 144 districts where the
LEAP is being implemented as well as to new LEAP beneficiaries who would be
identified from additional districts as the program scales up.
A two (2) year renewable contract will be signed with the PSP. Prospective PSPs should
present an expression of interest (EOI) in the format outlined in this document
below. The identification and e-payments system should be robust and adaptable to
illiterate beneficiaries. Importantly, the system should be able to scale up to reach
additional districts in the country since LEAP coverage is expected to progressively
expand over the contract period. The provider must therefore possess a distribution
network that extends beyond district capitals to reach poor, isolated communities across
the country.
Payments are to be made every two months. Cash for the payments would be provided
by the Government of Ghana and delivered to the PSP through the MoGCSP. Currently,
each household receives between GH¢ 24.00 - GH¢45.00 a month (GH¢ 48-90 per
payment cycle) depending on their eligibility conditions (i.e. number of orphans and
vulnerable children, disabled and elderly people in the household). The benefit size
may change over time based on household needs, programme design parameters and
indexation. MoGCSP invites prospective and eligible firms to express interest in the
above assignment. Payment Service contract will be awarded to firms with experience
in delivering electronic cash payment using an effective wide network of agents.
