- 1. BACKGROUND
The Government of the Republic of Ghana (GoG) has obtained a credit from the International Development Association (IDA) towards the cost of the Ghana Public Private Partnership (PPP) Project and is applying part of the credit to make payments under contracts for Individual Consultants to assist in project implementation
The objective of the Project is to assist the GoG tackle the binding infrastructure constraints that hamper firm productivity and employment generating growth. This Project seeks to increase infrastructure service levels and quality, through supporting private sector participation through PPP financing models. Through the components, the Project has been designed to help implement the approved National Policy on PPP’s, June, 2011, thus supporting a conducive and enabling environment for PPPs.
The Ghana PPP Project has four primary components:
• Component 1: PPP Institutional, Fiduciary and Legislative Capacity Building
• Component 2: PPP Pipeline Preparation and Transaction Advisory Support
• Component 3: Facilitating the Provision of Long Term Development Finance
• Component 4: Project Management and Monitoring & Evaluation
The Ministry of Finance (MoF), through its Public Investment Division (PID) which is leading the implementation of the project now invites eligible Individual Consultants, to indicate their interest in providing the services as Capacity Building Specialist.
2. OBJECTIVES
The objective of this assignment is to support the PID of MoF as it continues to establish an effective capacity building support for the Ghana PPP Project and oversee the project’s capacity building, knowledge management and training needs. This will focus on developing the in-house capacity within the Government of Ghana, including MoF, key central MDAs, implementing partners, primary project beneficiaries and private sector stakeholders to identify, assess, develop, implement and manage PPP transactions. The capacity building support under the project will be deployed through four instruments: technical assistance, systems and equipment, PPP-specific training, in-house training, workshops, study tours, and courses, outreach support and capacity building to private sector for PPP engagement.
3. SCOPE OF THE ASSIGNMENT
The Capacity Building Specialist will provide leadership in the implementation of an effective capacity building and training strategy for the Ghana PPP Project. Detailed tasks include, but not limited to the following:
• Develop, lead and oversee the design, implementation, and monitoring of training, capacity building, and organizational development tools and events for the project;
• Promote a knowledge sharing and learning culture amongst PID, participating MDAs and other stakeholders and implementing partners under the project;
• Determine the training and capacity building needs of PID, participating MDAs, Parliamentarians and Relevant Parliamentary Committee members and other stakeholders involved in the implementation of the Ghana PPP Project activities;
• Identify specific capacity building requirements and define the skills needed for the different participating stakeholders;
• Develop training proposals for funding including measurable indicators to assess training outcomes and effectiveness;
• Provide technical expertise and leadership in organizational development and capacity building;
• Establish Results Framework for Capacity Building linked to Key Performance Indicators (KPIs) at the Project PDO and Intermediate Indicators levels and monitor progress against benchmarks and towards the objectives set out in the Framework; recommend revisions to capacity development plans as needed
• Develop, cost and source capacity building workshops, conferences, training programmes, among others for participating stakeholders;
• Identify and cost appropriate training materials for target groups;
• Assess the level of preparedness of MDAs on PPP, training needs and their future development plans for implementing/ taking-up PPP projects;
• Lead capacity building activities, including trainings, workshops, and on-site technical assistance, to build the management, planning, and HR capacity of key central MDAs and other implementing partners under the project;
• Oversee curriculum design for the training workshops, and identification of MDAs that need specific training in specialised topics.
• Oversee development of materials such as toolkits, manuals, procedures and modules which are resident in the institutions in both hard and soft copies;
• Track and report on programmatic achievements in capacity building areas and contribute to annual work plans, progress reports, and other deliverables as required;
• Advise the PID Director and Project Coordinator on all capacity building & related issues regarding the project;
• Any other professional duties assigned by the PID Director.

4. COMPETENCY AND EXPERTISE REQUIREMENTS
The successful candidate shall be a highly technically accomplished professional, well organized with excellent communications skills and have the following qualifications, expertise& experience:
• A master’s degree in international development, management, social sciences, communication or a related field;
• At least Five (5) years of relevant capacity building and institutional development experience in a developing country environment;
• Experience in designing, scheduling, coordinating and organising capacity building ,training workshops and conferences and forging partnerships with international agencies and national institutions;
• Experience and knowledge of PPP training and capacity building programme;
• Possession of a Training of Trainers certificate would be an added advantage;
• Proven record of achieving developmental impacts in a similar context;
• Ability to conduct training needs assessments and apply other methods to assess project/business development needs;
• Capacity to work with different teams across institutions, particularly the Government of Ghana;
• Report writing, computer application, communication and presentation skills, and comfortable with public speaking;
• Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders;
• Fluency in written and spoken English is essential
• Ability to work independently with little supervision and under tight deadlines
