The Government of Ghana, in its effort to address the perennial flood problems and poor environmental drainage in GAMA has received grant support from the World Bank
(International Development Association-IDA) under the ongoing GAMA Sanitation and Water Project, and intend to apply part of the proceeds for consulting services towards the ‘preparation of an Integrated Urban Drainage Master plan (IUDMP) and Preliminary Engineering Designs of the proposed prioritized interventions covering the eleven Metropolitan /Municipal Assembly areas within the Greater Accra Metropolitan Area (GAMA)’

Flooding and poor sanitation have become significant urban problems for the GAMA area in the past decade and which have been exacerbated by uncontrolled population growth, unregulated settlements and poor land use.

The completed Integrated Urban Drainage Master Plan (IUDMP) will therefore provide for the safe and effective management of storm water runoff from the GAMA area, solve existing storm and environmental drainage problems and provide guidance for the implementation of future storm and environmental drainage improvements.

This will involve the development of measures of storm water distribution in time and space. The IUDMP is expected to provide for, among other things:
i) A phased program of development of the drainage system in a prioritized manner;
ii) the prevention of erosion and the minimization of flooding in identified flood prone areas;
iii) Adequate capacity of drainage system to contain existing and future storm water and environmental flows.
iv) Reduction of pollution of streams by industrial effluents, sewage and solid waste.

The assignment is expected to be undertaken within a period of 14 months, including the periods for client’s review and for consultations with key stakeholders on draft plans and recommendations. The assignment is expected to start immediately after selection of the consultant, and will require an integrated approach involving collaboration with multiple stakeholders and institutions representing various sub-sectors and interests in the urban space, including solid waste management, sanitation, and water supply.

The Ministry of Local Government and Rural Development, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
