Description:
1. This request for expressions of interest follows the general procurement notice
for the Ghana Social Opportunities Project (GSOP) that appeared in the 18 th and
20 th November 2010 edition of the Daily Graphic and Ghanaian Times respectively,
the UN Development Business and dgMarket.
2. The Government of Ghana has received additional financing in the sum of
US$50 million from the International Development Association of the World Bank
for the Ghana: Social Opportunities Project to
(i) Strengthen Social Protection systems and scale up LEAP implementation
under the Ministry of Gender, Children and Social Protection and
(ii) Support and scale up the LIPW of GSOP under the Ministry of Local
Government and Rural Development.
3. Background
The Ministry of Gender, Children and Social Protection (MoGCSP) is implementing
the Ghana National Household Registry (GNHR). The GNHR will be used for
targeting of beneficiary households for social protection and pro-poor interventions
in the country, public policy planning and management, research and development
in the areas of social protection for the poorest, vulnerable and excluded people.
4. Collection of information from households would be through Mobile Targeting
Centers. The success of the registration process would rely heavily on the execution
of a complementary Public Information Campaign.
5. Objectives of the Public Information campaign
During the next two years, a communication initiative would be undertaken to
address the following objectives:
a) Establish legitimacy of GNHR as a credible and efficient mechanism to
categorize potential beneficiaries of social programs in an objective,
homogeneous and equitable manner.
b) Develop conceptual understanding on GNHR amongst various audiences
and share its achievements, successes and contributions.
c) Ensure mass awareness about the Targeting implementation process
and to motivate communities to get interviewed and provide accurate
household information.
The Agency should be familiar with the GNHR document and objectives in order to
fully face the responsibility of undertaking the task: Specifically, the assignment
shall seek to establish among others, the following:
a. Assess the communication networks most likely to be effective in urban
and rural communities in Ghana. This assessment must take into account:
i) levels of education and literacy; ii) gender- and age-related differences
in access to public information resources; and iii) cultural and religious
factors affecting community members’ openness to new information.
b. Design a National and Local information campaign – (taking into account
above information) – to raise public awareness. Expected outcomes
include the following
o Design a formal launch plan for the GNHR
• Detailed Launch Plan including channels, touch points and budget
to be utilized to introduce the GNHR to Key Stakeholders listed
in this document.
o Design communication plan
• Detailed Communication Plan including channels, touch points and
budget to be utilized to deliver the Key Communication objectives
of the GNHR.
Key activities that will facilitate the delivery of the above include;
o Production of TV Adverts
o Production of Radio Adverts
o Design Print material usable on Outdoor & Print Media
Design and print Information leaflets/Brochures etc
c. Implement National and Local information campaign. The responsibilities of
the Agency in this sphere would include the following;
o Implement Launch event for the GNHR
i. Deliver Launch Event and implement launch communication plan
to be agreed with GNHR
ii. Deliver agreed communications plan per communications
objectives of the GNHR
o Purchase Airtime/Space for Advertising material listed above
o For localized campaign, implement specific localized campaigns to
ensure the massive participation at the Mobile Centers. (These may
include Poster deployment, Use of local radio stations etc)
d. Develop protocols to monitor the impact of the awareness campaign.
e. Monitor the impact of the public awareness campaign.
f. Perform revision and adaptation of the PIC work plan based on the
monitoring results
g. Compile a document detailing effective practices, lessons learned and
monitoring protocols, which can be used to inform future campaigns of this
nature.
6. The GNHR intends to contract a Communication/Advertising Agency. This agency
will be responsible for creating national awareness about the GNHR and to explain
the key features of the targeting implementation process that leads to universal
coverage of households. Also at Local level, the Communications/Advertising
Agency will design and implement the community outreach program which will inform the public about the registration process.
7. A communication firm or agency will be selected in accordance with the procedures set out in the World Bank’s “ Guidelines: “Guidelines: Selection and Employment of
Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, and the provisions stipulated in the Legal Agreement;
and (iii)
“Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 2006, as revised in January 2011 and the provisions stipulated in the Legal Agreement.
