Description:
This request for expressions of interest follows the general procurement notice for the Ghana Social Opportunities Project (GSOP) that appeared in the 18th and 20th November 2010 edition of the Daily Graphic and Ghanaian Times respectively, the UN Development Business and dgMarket.
2. The Government of Ghana has received additional financing in the sum of US$50 million from the International Development Association of the World Bank for the Ghana: Social Opportunities Project to
(i) Strengthen Social Protection systems and scale up LEAP implementation
under the Ministry of Gender, Children and Social Protection and
(ii) Support and scale up the LIPW of GSOP under the Ministry of Local
Government and Rural Development.
3. The Ministry of Gender, Children and Social Protection (MoGCSP) is
implementing Ghana National Household Registry (GNHR). The GNHR will
be used for targeting of beneficiary households for social protection and pro-poor interventions in the country, public policy planning and management, research and development in the areas of social protection for the poorest,vulnerable and excluded people.
4. Background
The Ministry of Gender, Children and Social Protection (MoGCSP) through the GNHR Implementation Unit wishes to carry out data collection and processing for the targeting processes for phase 1. The objective of this exercise is to roll out, during the last quarter of 2015, the targeting of the households in the Upper West Region households, using as a base, the technological innovations and
improvements in operational processes as proposed above.
In order to reach the goal, there is the need to survey and process the information of poorest communities in the Upper West Region. For that purpose the GNHR Implementation Unit, using poverty data from the districts and community levels, will develop a geographical targeting to rank all the communities based on their poverty level, and from the ranking will choose the poorest. However, it is estimated that the total number of households to be covered in the region is
approximately 112,000 5. Objectives of the Data Collection and Software Solution
The overall objective of this assignment shall therefore be to select firms with requisite expertise and experience in data collection on a large scale as well as a firm capable of providing software solution. Specifically, the assignment shall seek to establish among others the following:
1. The Data Collection.
Activities will include the following:
a) Ensure all logistics requirements (assignment of human and material
resources) to undertake the field data collection.
b) Develop operational, recruitment, and supervision plans
c) Recruit, contract, and pay the necessary staff for the collection of
data and ensure timely and high quality training. In the case of Mobile
Targeting Centers: Coordinators, Supervisors, interviewers and support
staff, GNHR Implementation Unit will define the criteria for the personnel
selection.
d) Preparation of staff training curriculum, materials and guidelines for field
staff: GNHR Implementation Unit will define the contents of the training.
e) Setup and provision of logistical support (transport, per-diem, etc.) to
field staff while data are being collected.
f) Distribute Public Information Campaign materials within their assigned
geographic area.
g) Collect household information by using the PMT questionnaire, as well as
fill out the forms designed to control and monitor the process.
h) Ensure the security and proper use of all equipment and hardware
i) When necessary, adjust the process execution procedures according to
findings of the roll out evaluation and spot check consultants.
j) Implementation of checks and controls designed in conjunction with the
GNHR Implementation Unit to ensure the quality of the information being
collected during the implementation process and a protocol for returning
to the field if necessary when errors for a particular questionnaire reach
a certain threshold.
k) Ensure that data are maintained and stored in a manner that is fully
confidential so that no external individual or institution can identify any
specific individual in the data. Names and address information should
only be made available to the GNHR Implementation Unit
l) Any other activities as may be necessary for the success of the GNHR
Software Solution
This will include:
a) Presenting and signing off of a complete technical solution conforming to
the stated process in methodological framework and standard reporting
for data and bio-metric submissions at the GNHR Head office.
b) Delivery of a complete solution for field data and bio-metric collection &
supervisions to syncing at GNHR Head office.
c) Provide all hardware required to perform the tasks of data collection and
processing.
d) Guarantee data connectivity through SIM cards/VPN and temporary
storage
e) Development of a complete technical solution conforming to stated
process in Methodological Framework and standard reporting for data
and biometric submissions at GNHR Head office
f) Technical support of data syncing at central servers and GNHR Head office
under supervision of GNHR Implementation Unit technical staff.
g) Timely and quality delivery of solution before deployment in the field.
h) Training the field staff on data collection software solution.
i) Technical support at Mobile Targeting Units during roll out for smooth and
bug free running of the software.
j) Technical support for change management and any additional data
reporting for the duration of implementation.
6. The Ministry of Gender, Children and Social Protection, invites Expression of
Interests from Data Collection & Software Solution Firm that have the
expertise and experience to collect large scale of data an well as implementing
the data collection software, bio-metric collection solution, data synchronization,
data connectivity through SIM cards/ VPN and temporary storage for data
collection. The assignment is expected to begin in November, 2015
7. A firm will be selected in accordance with the procedures set out in the World
Bank’s “ Guidelines: “Guidelines: Selection and Employment of Consultants
under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated
January 2011, and the provisions stipulated in the Legal Agreement; and (iii)
“Guidelines on Preventing and Combating Fraud and Corruption in Projects
Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 2006,
as revised in January 2011and the provisions stipulated in the Legal Agreement.
8. Key competences required
1. Previous Experience in conducting for large-scale data collection processes.
2. Previous experience in planning and organizing data collection logistics,
including the design and implementation of protocols to ensure high quality
data.
3. Previous Experience in implementing mobile solutions with secure data
syncing
4. Experience in designing rich user interface & intuitive solution to minimize entry
errors. Should be mentioned explicitly with examples.
5. Key Personnel: Experience of key personnel with experience in similar
assignment
6. Demonstrated experience in implementing high quality data collection
software solutions in Africa over the past 5 years.
