1. The Government of Ghana with funding from the International Development Association (IDA) and USAID is implementing the Ghana Commercial Agriculture Project (GCAP). The Management of GCAP intends to procure the services of a consultant to provide Environmental and Social Impact Assessment Support to selected Grantee Firms.

2. The objective of this Consultancy is to:
• carry out on behalf of and in close collaboration with the selected grantees the Environmental & Social Impacts Assessments (ESIAs) and develop Environmental Management Plans (EMPs) in accordance with Ghana EPA guidelines and the World Bank safeguards requirements for 27 concerned grantees being funded by GCAP under its First Call for Proposal (under the Matching Grant Scheme).

SCOPE OF ASSIGNMENT

The following Terms of Reference (ToR) will guide the study:

a. The Environmental and Social Impact Statements (ESIAs) for the matching grant awardees will be prepared in conformity with the requirements of the Ghana Environmental Protection Agency Act of 1994 (Act 490) and the Environmental Assessment Regulations of 1999 (LI 1652) as well as the World Bank Safeguards Policy OP/BP 4.01. Relevant national regulations as well as the World Bank Group Environmental, Health and Safety Guidelines will be applied in assessing expected environmental and social impacts and proposing management and mitigation measures (in EMP).
The specific functions/tasks of the environmental consulting firm will include but not be limited to the following:

1. Facilitate registration of undertakings of concerned grantees with the Environmental Protection Agency of Ghana;
2. Undertake and submit acceptable scoping reports of grantees’ undertakings to the EPA which should pave way for ESIA statements;
3. Undertake ESIA studies resulting in ESIA statements that should be acceptable by GCAP, EPA, and the World Bank.
4. The ESIA studies will include but not limited to:
 Conducting baseline studies of grantees’ establishments as relevant to the grant-supported activities. The baseline provides relevant information upon which future environmental performance of the grantees’ farms will be measured. Specifically, the baseline will include information on soil topography, geology, chemical and biological composition of soils, type of vegetation, flora and fauna of the existing vegetation, micro-climatic conditions including hydrology and air quality, surface and ground water quality, as well as socio-economic and cultural characteristics of the affected communities. Importantly, the baseline will assess the grantees environmental and social management track record up to date, and assess grantees current capacity for fully compliant environmental and social management.
 Assessment of potential impacts of grantees farm activities on the physical and biological environment including protected areas and sensitive habitats, forests, rivers and streams;
 Assessment of the use, handling and storage of agrochemicals and also their use on crops and humans especially the farmers/workers and neighboring communities;
 Assessment of potential impacts of grantee farm and its activities on adjacent land holdings and communities;
 Assessment of potential impacts of grantee farm and its activities on land use and land tenure arrangements, land rights, land sensitivities, and the cultural environment;
 Assessment of potential loss of arable land, vegetation, grazing lands, economic tress and
natural resources
 on livelihoods ;
 Assessment of potential impacts on surface and underground water quality as a result of the farm activities;
 Assessment of the potential impact of the operations of the grantees on the livelihoods of farmers or other groups that may be affected directly, for example, relocated villages and settlers, and communities with the view to recommending the drafting and implementation of RAPs/ARAPs where there are displacements;
 Assess other potential environmental and social risks likely to emanate from the proposed project interventions and ways to eliminate, reduce or mitigate them;
 Ensure adequate and culturally appropriate stakeholder consultations based on prior information taking place and are documented as an input in the ESIA; provide stakeholders with the opportunity to identify any issues and concerns associated with the Project; and indicate in the safeguards documentation how stakeholder feedback is reflected in project design / design of environmental and social management measures.
 Identify areas of likely environmental and social issues that may require further investigation or monitoring;
 Assess potential impact of proposed interventions on vulnerable groups such as ethnic minorities, women, the poor and youth;
 Assess potential cumulative and indirect impacts in the context of other grant activities and other ongoing or planned developments;
 Identify and analyze alternatives with respect to project designs and recommend modifications from the environmental, social and economic perspectives.
 Provide practical, costed, and monitorable measures to mitigate the identified adverse impacts and enhance the positive impacts in an environmental management plan including monitoring plan and arrangement and institutional / implementation arrangements and measure for capacity building (if needed) as well as grievance redress mechanism; it should be noted that the emphasis of the assignment in on the design of effective environmental and social management and monitoring plans rather than extensive assessment of potential risks.

3. The Ministry of Food and Agriculture now invites consulting firms to indicate their interest in providing the services described above.
