- The Government of Ghana, acting through the Ministry of Local Government and Rural Development, which is implementing the IDA funded Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project has received additional grant support from the World Bank Global Partnership for Output Based Aid (GPOBA) towards the construction of about 6,600 household toilets and provision of desludging services for sanitation facilities for households in low income urban communities (LIUCs) and intends to apply part of the proceeds for the services of an Independent Verification Agent to verify the outputs of the sanitation facilities/services to be provided under the project.
The main objective of the IDA funded component of the GAMA Sanitation and Water Project (GAMA SWP) is to increase access to improved sanitation and improved water supply in the GAMA, with emphasis on low income urban communities (LIUCs). Increasing access to improved sanitation will require the construction of toilet facilities to serve poor households in LIUCs. The “GAMA OBA Urban Sanitation Facility†is therefore to increase access to improved sanitation for low income urban communities in the GAMA by partially subsidizing the cost to access new household sanitation facilities and adequate services, and also incentivizing service providers to serve the poor, whom they would otherwise neglect.
The hiring of an independent verification agent (IVA) is expected to provide for, among other things:
(i) The verification of pre-agreed outputs (physical structures and services that will be delivered under the projects)
(ii) Recommendations regarding request for payment submitted by the service provider to the MLGRD/PCU
The overall duration of this assignment is expected to be 3 years. However, the contract for the IVA will be signed for initial one (1) year duration and shall be subject to renewal based on satisfactory performance.
The Ministry of Local Government and Rural Development, now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services as indicated above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Only one consultancy firm shall finally be selected to perform the Services. The selection will be carried through competition among qualified short-listed firms in which the selection will be based both on the quality of the proposal and on the cost of the services to be provided (Quality- and Cost-Based Selection [QCBS]) in accordance with the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers†dated January 2011 and Revised July 2014â€. Firms having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced firms shall be shortlisted
