The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignments:

Review Of Training Modules To Include Amendments To The Public Procurement Act, 2003 (Act 663) And Delivery Of Training.

For this assignment, a consultant will be selected using the Consultant’s Qualification Selection (CQS) Method set out in the World Bank “Consultant Guidelines”. The Consultant is expected to undertake the following key tasks:

a) Revise the existing Training Modules and incorporate all amendments to Act 663.
b) Develop a proposal or plan for implementing the revised training modules.
c) Conduct a two-day session with representation of identified target groups in a validation workshop.
d) The revised/updated training modules will be adapted by trainers to cover the required depth and scope depending on the various target groups identified. The duration of targeted training will therefore vary depending on the roles procurement professionals and practitioners as well as stakeholders such as Procurement Units and Service Providers, oversight institutions and other players within the public procurement system.
e) Amendments to the Act which must be incorporated in the training modules include but not limited to:
i. New provisions from the revised United Nations Commission on International Trade, UNCITRAL model law on procurement,
ii. Sustainable Public Procurement
iii. Framework contracting
iv. E-procurement
v. Re-constituted Entity Tender Committees and other Review Committees
vi. Thresholds for procurement depending on the categorization of state institutions such as Bank of Ghana, Central Management Agencies, Metropolitan, Municipal and District Assemblies and State Owned Enterprises
vii. The role of MMDA’s as stipulated in the Local Government Act,1993 (Act 462 )
f) Training tasks include the following:

i. Design the training programme on goods, works & services procurement
ii. Select appropriate PPA training modules and prepare additional training materials, if necessary, for presentation.
iii. Deliver training
iv. Conduct evaluation of training programme
v. Prepare and submit training programme evaluation report

g) The Target Groups identified as recipients of the training programmes are:
i. Entity Tender Committees and Tender Review Committees
ii. Providers of Goods, Works and Services
iii. Independent and National Oversight Institutions, General Public, Media, NGOs.
iv. Procurement Units

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) General Experience of Firm
b) Specific Experience of Firm in undertaking similar assignments
