- The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignment:
Procurement Value Chain Analysis
For this assignment, a consultant will be selected using the Quality and Cost Based (QCBS) Selection Method set out in the World Bank “Consultant Guidelinesâ€. The Consultant is expected to undertake the following key tasks:
a) Review available reports including PPA’s annual reports, MDA’s and MMDA’s assessment reports with a view to drafting the Procurement Process Flows from planning through bidding to contract administration;
b) Conduct interviews with Heads of Procurement Entities, Procurement Officers, Entity Tender Committee Members, Service Providers and Civil Society Organisations in drafting the Procurement Process Flows and identify processes that are vulnerable; Sample size should be a minimum of 200 among the stakeholders across the country.
c) Develop Process Flow Charts to reflect the status quo, identifying the actors, their roles and responsibilities as well as the “standard†time taken to complete the performance of the roles and thereby capture the sources of bottlenecks to the efficient processing of procurement;
d) Compile a minimum list of three contracts from each category (goods, works & services) and methods of procurement with clearly identified examples of bottlenecks in their procurement processes for further in-depth analysis;
e) Carry out a detailed review of each bottleneck along the different stages of the procurement, tracking the preparation, planning, procedures and timeliness of each stage in the entire procurement process(planning, bidding and contract administration), comparing the actual procedures with what should have been expected under the procurement plan and/or internationally accepted procurement practices;
f) Identify operational constraints which sometimes leads to stoppages or undue delays in procurement processes.
g) Propose a time-bound action plan to address the identified bottlenecks and increase efficiency in public procurement processes; and
h) Conduct focus group discussions among stakeholders to discuss and validate the findings and recommendations before submission of the draft final report.
The Ministry of Finance now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
