- The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignment;
The Establishment Of Unit Cost Of Infrastructure in Ghana.
For this assignment, a consultant will be selected using the Quality and Cost Based (QCBS) Selection Method set out in the World Bank “Consultant Guidelinesâ€. The Consultant is expected to undertake the following key tasks:
a) Conduct consultations with relevant stakeholders with interest in infrastructure development and maintenance in Ghana with a view to establishing unit cost of infrastructure across the country.
b) The list of stakeholders should include, but not limited to, the following:
i) Ministry of Finance;
ii) Ministry of Education;
iii) Ministry of Power;
iv) Ministry of Water Resources, Works and Housing;
v) National Development Planning Commission
vi) Ghana Highway Authority;
vii) Department of Feeder Roads;
viii) Department of Urban Roads;
ix) Funds and Project Management Unit (FPMU) of Ministry of Education;
x) Ghana Education Trust Fund (GETFUND);
xi) Ghana Water Company Limited;
xii) Community Water and Sanitation Agency;
xiii) Volta River Authority;
xiv) BUI Power Authority;
xv) Electricity Company of Ghana;
xvi) Ghana Grid Company (GRIDCo);
xvii) All Donors
(Please note that this is not an exhaustive list and the Consultant may add on to arrive at a very comprehensive database.)
c) Review all contract data from the Organizations listed above to develop a baseline of unit cost data to be analyzed for the development of the database;
d) Identify the major cost drivers for each infrastructure type and show how they can be used across the country in future cost updates;
e) Establish modalities including the development of indices to be used for the periodic updating of the database, which exercise shall be carried out bi-annually;
f) Recommend modalities for the publication of the database online;
g) Develop a template for the preparation of budgets for infrastructure projects; and
h) carry out two annual reviews and update of database within the first two years after the assignment.
The assignment shall focus on the provision of the cost per unit for each type infrastructure facility and shall cover both the construction and maintenance of the facilities. The construction and maintenance costs shall be presented separately. The Consultant shall state all the assumptions made in arriving at the unit costs.
Roads: The costs shall be for the construction and maintenance/rehabilitation of the types of roads typically constructed in Ghana. The Consultant shall describe these various types and describe the selection criteria for what is included in the database.
Buildings: The costs shall be for the construction and maintenance/rehabilitation of the types of buildings typically constructed in Ghana. The Consultant shall describe these various types and describe the selection criteria for what is included in the database.
Water and Sewerage Systems: Water and sewerage systems shall include dams, pumping stations, water treatment plants, sewerage systems, boreholes (mechanized and non-mechanized) and associated distribution systems. The costs shall be for the construction and maintenance/rehabilitation of each system typically constructed in Ghana. The Consultant shall describe these various types and describe the selection criteria for what is included in the database.
The unit costs shall include all ancillary facilities such as
transformers, transmission and distribution equipment required for each type of system.
Power shall include the unit cost for the provision of power from the following sources:
a) Hydro;
b) Solar;
c) Wind;
d) Thermal;
e) Combined cycle plants; and
f) Power barges.
g) Gas and other fuel plants
The representative sample cities to include are: Accra, Kumasi, Takoradi, Sekondi, Tema, Tamale and Cape Coast
The Ministry of Finance now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) General Experience of Firm
b) Specific Experience of Firm in undertaking similar assignments.
