The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignments;

Conduct Of Public Procurement Capacity And Skills Needs Assessment

For this assignment, a consultant will be selected using the Consultant’s Qualification Selection (CQS) Method set out in the World Bank “Consultant Guidelines”. The Consultant is expected to undertake the following key tasks:

a) Undertake training needs assessment (TNA) of procurement professionals and practitioners operating in Ministries, Departments and Agencies, Metropolitan, Municipal and District Assemblies, State-Owned Enterprises as well as a sample of organizations in the private sector to determine the knowledge, skills and competencies required to undertake various procurement duties, tasks and responsibilities in the Public and Private Sectors. The sample size for this task should not be less than 200 institutions/organizations and must have a balanced geographical representation of identified institutions across the country.
b) Recommend training programmes to meet identified gaps
c) Organize a Stakeholders’ Workshop to validate findings and recommendations.


The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) General Experience of Firm
b) Specific Experience of Firm in undertaking similar assignments
