Description:
The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignment:

Implementation Of Payroll Cleaning Plan
For this assignment, a consulting firm will be selected using the Quality and Cost Based Selection (QCBS) Method set out in the World Bank “Consultant Guidelines”.

The objective of the proposed assignment is to further improve the payroll system by engaging a consultant to implement specific shortfalls identified between March and September 2015.

The consultant shall address all shortfalls identified between March and September 2015, as contained in the report to be made available to the consultant. The consultant shall, inter alia:

a) Develop system validation approval process for continuous data input.
b) Ensure that the addition of a validation step for key employee details should be added into/ or activated in the system. Key employee details include the employee names, their date of birth, their start date, their current grade, their bank account number, their bank and their Social Security Number.
c) Provide Training and support. The current knowledge base of the staff inputting data into IPPD2 is low. This needs to be improved and any new payroll coming across would need to have the data input staff trained in the new payroll and documentation provided. Also, train additional back up functional staff to run a shift system.
d) Develop and implement a system to integrate the ESPV validation process with the payroll system
e) Document the Biometric Functional Requirements and create a Technical Design Solution which is signed off by CAGD as meeting the Functional Requirements. Create a test environment and run a pilot with the new SSNIT Biometric system. Update the plan for the interfacing and integration going forwards for the full solution.
f) Create an interface between GRA, Security Agencies and the University of Ghana payroll systems and the GIFMIS Financials for the purpose of accounting for payroll cost
g) Implement recommendations relating to security gaps, including the production of an improved Responsibility Matrix and the implementation of better password controls. Log-ons for staff who are no longer using the system should be removed once the listing has been reviewed by the relevant business managers.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) and Individual Consultants where applicable, to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Curriculum Vitae of the Individual consultant where applicable
b) General Experience of Firm
c) Specific Experience of Firm in undertaking similar assignments
d) Key Staff Proposed for the assignment
