- The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignment:
Payroll And Personnel Verification Audit (Head Count) In three Regions.
For this assignment, a consulting firm will be selected using the Quality and Cost Based Selection (QCBS) Method set out in the World Bank “Consultant Guidelinesâ€.
The objective of the assignment is to engage a consultant to carry out payroll and personnel verification audits to complement the ongoing implementation of the Payroll Cleaning Plan being undertaken by CAGD. The Consultant is to conduct an Audit and Verification process that will ultimately complement the payroll clean up measures and removal of Ghost Names from the payroll.
The Consultant is to conduct an annual payroll and personnel Audit for Verification and Validation of employees on the mechanized payroll system that will ultimately complement the payroll clean up measures and enhance the credibility of the payroll.
The Audit shall cover 10 MDAs and 5 MMDAs in Western, Brong Ahafo and Northern Regions . The following are key task of the assignment;
a) Confirm existence of staff on the payroll.
b) Assess the extent of financial loss due to delay in taken off separated staff.
c) Confirm adequacy of staff records maintained at the Management Units of MDAs.
d) Validation of management units, personnel alignment and ESPV validators ‘credentials setup on the system.
e) Reconciliation of payroll reports.
f) Confirm extent of compliance with Regulation 298 of FAR by Heads of Management Units.
The Ministry of Finance now invites eligible consulting firms (“Consultantsâ€) and Individual Consultants where applicable, to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Curriculum Vitae of the Individual consultant where applicable
b) General Experience of Firm
c) Specific Experience of Firm in undertaking similar assignments
d) Key Staff Proposed for the assignment
