Description:
The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for the following assignment;

f) Individual Functional Human Resource Management Information Systems (HRMIS) Expert for Project Implementation and Roll out Activities.

For this assignment, a consultant will be selected using the Individual Consultant (IC) Selection Method set out in the World Bank “Consultant Guidelines”.

The objective of the assignment is to engage a second Oracle Functional HRMIS consultant to work with the International Oracle Functional HRMIS expert in the implementation of the project. The second consultant shall support the International consultant to perform the following functions:
a) focus primarily on completing the implementation of the Core HR modules at the 9 pilot MDAs and rolling out of the Core HR modules to the remaining MDAs, Service Commissions and the 10 Regions.to MDAs ,
b) Additionally the consultant will support the Implementation of the following Phase 2 HR modules, first at the 9 pilot MDAs and then at the remaining MDAsService Commissions and the 10 Regions:

• Recruitment and Selection
• Training and Development
• Absence/Leave Management
• Termination/Attrition
• Postings, Transfers/ Secondment

The consultant is expected to carry out the following services:

HRMIS design and implementation

a) Lead the HRMIS core team of the PSC to work with the Consultants tasked to implement the HRMIS as part of the PFMRP project.
b) Lead the testing of the HRMIS from the government side.
c) Lead the enhancements of the system after initial implementation in the identified areas as and when required.
d) Provide technical support to the HRMIS implementer in terms of understanding in more depth the HRM business processes of GoG in line with the defined HR business requirements to determine any necessary validation or additional alignment;
e) Advise on resource needs and review for quality and alignment or assist in developing technical specifications / Terms of Reference for technical resources required to be procured;
f) Review the technical implementation documentation to be prepared by the Consultants and support the government in approving the documents after ensuring that the quality is consistent with standards.
g) Provide hands-on functional assistance on the roll-out and implementation of the HRMIS to other MDA/Ministries and the 10 Regions as outlined in the Project Appraisal Document.
h) Assess the state of readiness of the site to take over in terms of staff capacity, process weakness, determine actions and time required, prepare work plans for implementation to address the weaknesses;


HRMIS integration with budget and payroll

a) Support the integration of the HRMIS with Oracle Payroll.
b) Work closely, through the HRMIS Project Manager, with the Finance, Accounting and Cash Management Teams for seamless integration of HRMIS with budget module (Hyperion) and Oracle Financials.
c) Oversee the migration of all HR data into the HRMIS to result in a fully integrated payroll output, consistent with the expectations of the Government of Ghana;

Training and Capacity Building

e) Work in close collaboration with PSC staff assigned to the project on full time basis with a view to building the staff’s capacity to manage the system from July 2016.
f) Provide extensive training to the PSC team and end users and provide post-go live support.
g) Work closely with other team members on the project in strengthening and sustaining the roll-out and helping in building a technical/functional core team to sustain the HRMIS after the end of the project.
h) Train the users and act as Level 3 HRMIS support/help-desk.


General Project Management Issues
a) Develop and facilitate the implementation of the following plans:
• Project Risk Management implementation plans.
• Monitoring and Evaluation Plan
• Change Management plan for the rollout MDAs
• Sustainability Plan, two months prior to the end of his contract
• Quality Assurance Plan covering the entire scope of the HRMIS
b) Continuously review and actively influence the Project Plan, the training content/materials and plan, and the Change Management plan to ensure that the weaknesses and recommendations e.g. in (2) above, in the original or modified form, are carried and implemented;
c) Carry out quality review and assurance to the HRMIS implementation phase One and Phase two ;
d) Draw-up a monitoring mechanism and periodically monitor and assess the state of implementation particularly focusing on qualitative improvements, institutional capacity and training, overall adaptation and use of the HRMIS, improvements in HR management processes and systems controls and reporting, and improvements in all aspects of HRM necessary to meet the overall objectives, resulting from this process; determine areas that may lag or new areas that require attention and make recommendations for improvements; raise issues (technical or otherwise) that may impede progress directly and immediately to the client, through the HRMIS Component Lead
e) Participate in Monitoring and Evaluation process of HRMIS reforms implementation process and provide a technical review and assessment of the HRMIS program under the PSC and PFMRP;
f) Monitor the implementation of the HRMIS Component related to risk management and sustainability plans under the PFMRP;
g) Assess implementation of the HRMIS in terms of institutional structures and leadership, staff availability, capacity and skills, state of Human Resource data, Human Resource Management processes, systems and controls (manual or otherwise), site infrastructure and power, implementation risks and make very specific recommendations to address gaps where found. These weaknesses and recommendations shall be discussed with the specific site head i.e. Chief Director in a meeting with the Chairman of PSC or someone she may appoint;

Other

a) Perform any other duties or tasks assigned by the client, by PSC through the Project Manager, which are consistent with the terms of reference
b) Support for the Human Resource management reforms in general, support the sensitization efforts of the implementation of HR policies and procedures, capacity building for staff, quality control for policy and general pronouncements and presentations/reports, monitoring and evaluation and other related matters where applicable;
c) Provide general technical assistance to the PSC in coordinating and guiding the implementation of Human Resource management reforms under the PFMRP support project, and in resolving issues pertaining to alignment of system to the new Human Resource Management Policy framework and manual for the public services of Ghana as far as possible;

The Ministry of Finance now invites eligible consulting firms (“Consultants”) and Individual Consultants where applicable, to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Curriculum Vitae of the Individual consultant where applicable
b) General Experience of Firm
c) Specific Experience of Firm in undertaking similar assignments
d) Key Staff Proposed for the assignment
