Description:
The Government of Ghana has obtained World Bank funding to support the Government’s strategy to improve secondary education in Ghana. The Secondary Education Improvement Project (SEIP) approved for an amount of USD 156 million with a project development objective to increase access to senior secondary education in underserved districts and improve quality in low-performing senior high schools in Ghana. The project has two components:
• Component 1: Support to increase access with equity and quality in senior high schools (USD 140.1 million). This component will employ a results-based financing modality to increase access with equity and quality in underserved districts and low performing schools.
• Component 2: Management, research, monitoring and evaluation (USD 15.9 million). This will be a traditional investment lending to support implementation of the project, monitoring and evaluation activities, verification of results and research activities. The SEIP will be implemented over a five-year period from May 2014 to November 2019. The Ministry of Education (MOE) is the implementing agency with implementation at school level overseen by the Ghana Education Service (GES).
The Assignment
This work includes refining the research questions; proposing and working with Government to finalize a research design, seeking out additional sources of funding as necessary, overseeing implementation and data collection, and providing technical assistance. Note that this role is expected to be a strong collaborative effort between the team spearheading the impact evaluation, the MOE, and the World Bank, and transfer of technical skills is a requirement. While the team is expected to take the lead in the tasks below, it will receive support from these various partners, who also have extensive impact evaluation experience.
This position is based in Accra, Ghana with occasional travel to the districts and schools where data will be collected and various interventions will take place.
To achieve the assignment’s objectives, one (1) Principal Investigator and one (1) Field Coordinator will be contracted to evaluate the Impact of ICT and Science and Maths under the SEIP.

TASKS AND RESPONSIBILITIES
The Principal Investigator (PI), in close collaboration with the Field Coordinator (FC), will lead the process in providing technical expertise and support in developing and implementing the impact evaluation. However, the management of the entire process will rest with the Planning, Budget, and Monitoring and Evaluation (PBME) Unit at the Ministry of Education. Specifically, the PBME Unit will:
• Give final approval for any decisions related to the impact evaluations
• Vet all documents produced by the PI and FC before they are finalised
• Collaborate with the PI and FC on the budget for the field survey for the impact evaluations and the procurement process as necessary
• Engage with the PI and FC in the design and strategy of the impact evaluations through recurrent meetings
• Communicate with the PI and FC any changes in the project structure that will affect the impact evaluations
• Communicate key decisions to Ministerial leadership for further action as necessary.
The Ministry of Education and the Ghana Education Service, the implementing parties, on behalf of the Government of Ghana, now invite eligible consultants to indicate their interest in providing the services. The EOI should be submitted in writing and should contain a statement of interest with a detailed Curriculum Vitae outlining experience in similar projects and qualifications. The CVs should clearly state the position being applied for (PI or FC) and should also be responsive to the following criteria:
• Experience: The candidate must have strong technical expertise in managing impact evaluations and conducting econometric analysis (including proficiency in Stata), and experience working with country governments.
• Academic: A graduate-level degree in economics, political science, public policy or related field with a specialization in education; strong quantitative research skills are essential, preferably with a concentration in development economics, impact evaluation and applied micro-econometrics.
• Language: A superior written and oral communications skill in English is essential. Proficiency of Ghanaian languages is an added advantage.
• Interpersonal skills: Demonstrated ability to work effectively and sensitively in teams, with international institutions and government counterparts.
