Tender Description:
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB issue No WB5553-11/14 of November 4, 2014.

2. The Government of Ghana has received a loan from the International Development Association toward the cost of the eTransform Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Application Service Provider for the Development of e-Government Procurement (e-GP) System in Ghana for the Public Procurement Authority (PPA).

3. The Ministry of Communications will serve as the implementing agency for the project, and now invites sealed bids from eligible Bidders for the “Application Service Provider for the Development of e-Government Procurement (e-GP) System in Ghana” for the Public Procurement Authority (PPA), including;
 Preparation of System Requirement Study document.
 Implementation of e-GP application for procurement activities of PPEs in Ghana. The ASP shall carry-out Software Installation/Development/Customization/Configuration/ Integration of Customised Off-The-Shelf (COTS) application and related change management (or business process re-engineering) as per e-GP Ghana requirements.
 The ASP shall configure/integrate the e-GP system application, hardware, system software, and other infrastructure support provided by GoG for successful implementation of the project.
 The e-GP system is planned to be implemented in a systematic manner, starting with a pilot phase duration of 6months, and O&M, to be initiated from Go-Live at Operational acceptance, for another 6 months (overall duration 12 months).
NOTE:
Implementation of a next phase (Roll out) shall be based entirely on the decision by PPA, based on factors such as the success of the Pilot phase, performance of the ASP, availability of funding, etc. The duration of the subsequent rollout phase is expected to be 2 years.
 The ASP shall have to train the various stakeholders to use the e-GP system on their own during implementation of this assignment.
 Setting up and management for Helpdesk (including manpower & other field support staff).
 ASP shall have to provide necessary support for testing, integration and launch of the e-GP system at no extra cost to the tendering authority.
 ASP shall provide all requisite tools to monitor the SLAs and overall health of the e-GP system in Ghana.
 Technology Upgrade/Refresh.

The scope of work covers the provision of the COTS application, customization/development, deployment and implementation, pilot implementation, O&M, user training, integration with legacy systems at various PPEs, upgrades to e-GP application and other e-GP system application related tasks, etc.

The data centre (DC), disaster recovery (DR), related system software and hardware, internet connectivity at DC/DR, SAN for back-up and other related IT infrastructure maybe provided by GOG through NITA, Ghana, at prevailing rates available at NITA offices. The ASP shall carry out the analysis for the appropriate provisioning of such services, based on availability, reliability, quality of service, security and cost, and shall budget and pay for such services as part of project implementation.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants January 2011 Revised July 2014 and is open to all Bidders eligible as defined in these Guidelines that meet the following minimum qualification criteria.

a) Experience

(i) The Bidder must have completed two (2) successful contracts involving the Development/Customization, Implementation and Maintenance of an e-Government Procurement (e-GP) system with similar functional/technical characteristics and of a comparable scale.

(ii) Successfully implemented ‘COTS e-GP Solution’ for a government at national level or the private sector in last 5 years.


(iii) The Bidder must have successfully completed at least two (2) contracts, each of which were of at least USD 5 millions in value, during the past five (5) years for the Development/Customization, Implementation and Maintenance of a Systematic e-Government Procurement System. In the case of a Joint Venture, the Lead Partner shall have led at least one of the two above contracts.

(iv) Must possess a valid certification for SEI-CMMi (Capability Maturity Model Integration) Level 5 or latest CMMi Level and must also possess a valid ISO 9001: 2008, ISO 27001 or latest ISO certificate.
b) Technical Capacity:
(i) The Bidder shall have experience in Software Installation/Development/Customization/Configuration/Integration of COTS application as per e-GP Ghana requirements.

(ii) Shall have offices in Ghana or should furnish an undertaking that in case of being selected and awarded the contract it will set-up an operational office for e-GP project in Accra, Ghana after award of contract.

c) Financial Capacity
(i) Minimum average annual turnover of US$20 million calculated as total certified payments received for contracts in progress or completed within the last five (5) years Bidders are required to submit audited balance sheets and income statements for the last five (5) years as part of their financial statements.

(ii). Demonstrate evidence of the firm’s liquidity in the form of cash flow, liquid assets and/or credit lines net of other ongoing commitments at the minimum required amount of USD 5 million.
