Procurement of Household Toilet Superstructure Units
(MLGRD/GSWP/GD/014 – LOTS 1 – 4)

NATIONAL COMPETITIVE BIDDING
1. The Government of Ghana has received a Grant from the International Development Association toward the cost of Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project, and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement of Household Toilet Superstructure Units (MLGRD/GSWP/GD/014 – Lot 1 to 4).
2. The demand for superstructure units for household toilet under the project is high, forming about 60% of all the toilets constructed under the project. Unlike the sub-structures (mostly digesters) which are prefabricated and takes a few hours to install, most of the superstructures are built in-situ and takes not less than 7 days to be completed, not mentioning the number of artisans required for the job. The GAMA Project in an effort to speed up the delivery of household toilets is requesting for the supply of pre-fabricated superstructure units.
3. The Project Coordinating Unit of the Ministry of Local Government and Rural Development now invites sealed bids from eligible and qualified bidders for Procurement of Household Toilet Superstructure Units under the project as follows:

Bidders are allowed to bid for any lot, or a maximum of 2 lots. To be considered responsive, however, bidders shall quote for all required quantities for the lot that they shall bid. Bidders who do not offer all the items under a selected lot shall be rejected as incomplete.
4. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers DATED Jan 2011, revised July 2014 and is open to all bidders in Ghana and all others from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from The Project Coordinating Unit, GAMA Sanitation and Water Project, Ministry of Local Government and Rural Development located within the premises of the Institute of Local Government Studies (ILGS), Ogbojo-Madina New Road Estate and inspect the Bidding Documents at the address (1) given below from 8:30 GMT to 17:00 GMT from Monday to Friday.
6. A margin of preference is not applicable. Qualification requirements and additional details are provided in the Bidding Document.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address (1) below and upon payment of a non-refundable fee of GH¢ 50.00 or an equivalent amount in a freely convertible currency. The method of payment will be cash or Bankers Draft.
8. Bids must be delivered to the address (2) below at or before 10:00 GMT on Thursday 16th March 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address (3) below at 10:30 GMT on Thursday 16th March 2017.
