Tender Description:

1. The Government of Ghana, acting through the Ministry of Local Government and Rural Development is implementing the IDA funded Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project and the Global Partnership for Output Based Aid (GPOBA) Project.

2. The main objective of both projects is to increase access to improved sanitation and improved water supply in the GAMA, with emphasis on low income urban communities (LIUCs). Increasing access to improved sanitation requires the construction of toilet facilities to serve poor households in LIUCs. The GAMA project is therefore partially subsidizing the cost of provision of household sanitation services for low income households within the 11 Metropolitan and Municipal Assemblies in GAMA.

3. The Ministry of Local Government acting through the Project Coordinating Unit (PCU) now invites sealed bids from eligible bidders for the construction of BIO-DIGESTERS for household toilets suitable for Low Income Urban Households. THE COST OF THE BIO-DIGESTER OFFERED SHOULD NOT EXCEED ONE THOUSAND FIVE HUNDRED CEDIS (GH¢ 1,500).

4. The Qualification Information and Bidding forms to be submitted should provide the following details:
(a) Suitability of the Bio-Digester for Low Income Urban Communities offered indicating maximum number of users per digester, construction and service costs and management arrangements i.e. feacal treatment /desludging mechanism.
(b) Demonstration of the firm’s ability to mobilize resources for pre-financing and constructing at least 50 household toilets per month.
(c) Technical capacity of firm to deliver the toilet facilities i.e. availability of technical staff, ability to deploy a minimum of 2 gangs per MMA amongst others.


5. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Procurement Guidelines, ”Standard Bidding Documents for Small Works, April 2015”, and is open to all eligible bidders as defined in the Procurement Guidelines. A minimum of two (2) firms shall be selected to perform the Services.

6. Interested eligible bidders may obtain further information from the address (1) below and inspect the bidding documents during office hours 0900 to 1700 hours.

7. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of One Hundred Ghana Cedis (GH¢ 100.00). The method of payment will be by cash.

8. Bids must be delivered to the address (2) below on or before 10.00 hours local time, April 3, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at address (3) below on 10.30 hours local time on April 3, 2017.
