- 1. The Government of Ghana is implementing the Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project supported by the World Bank and the Global Partnership for Output-based Aid. The main objective of the GAMA SWP is to increase access to improved sanitation and improved water supply in the GAMA, with emphasis on low income urban communities (LIUCs). To achieve the objective of increasing access to improved sanitation for close to 120,000 persons, at least 19,000 household toilets are to be constructed to serve poor households in low income communities of GAMA.
To reduce the significant costs that will have to be borne by the low income households in obtaining an improved toilet facility, the GAMA Project is subsidizing the cost of toilet facilities using an Output Based Aid (OBA) approach for target households in low income urban communities LIUCs (defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable sanitation facilities) of the eleven (11) participating Metropolitan and Municipal Assemblies of the Greater Accra Metropolitan Area (GAMA) who will gain access to improved sanitation and water services
The household toilet component of the project has been implemented for about 17 months and has about one year six months more years to close. Notwithstanding the OBA subsidy approach and the intense hygiene education, demand creation and promotion for the household toilet facilities in the LIUCs of GAMA, the awareness and high interested generated by the promotional activities has only translated into low numbers of household toilets constructed (less than 1,500 household toilets constructed to date). The key reasons for the low number of toilets constructed results is threefold:
i. Inability of the poor target beneficiary households to contribute upfront, the required beneficiary contribution (50% of the cost of facility) towards accessing the household toilet facility
ii. Slow mobilization of the household contribution towards the cost of accessing household toilets (households take between 6 – 12 months to mobilise their 50% contribution of the cost of facility.
iii. The high cost of the household toilet, which remains expensive to the target beneficiaries even at the 50% subsidized cost.
The GAMA SWP seeks to partner with contractors, firms, institutions, NGOs who would provide beneficiary low income households with improved toilet facilities through an output-based arrangement which entails the pre-financing of the construction of improved toilet facilities for households and subsequent reimbursement of 70% of the total cost of the toilet facility up to a maximum of US$600 equivalent in Cedis after construction is verified by an independent verification agent.
In the event where the proposed unit cost of a toilet facility exceeds the project subsidy rate, the difference between the proposed cost and subsidy rate will be borne by the beneficiary household.
Selection will therefore be heavily based on the minimum cost/ contribution by the poor beneficiary household beyond the project subsidy amount.
2. The Project Coordinating Unit of the GAMA Sanitation and Water Project now invites sealed bids from eligible and qualified bidders to serve as sub-project implementers to undertake large scale provision and construction of household toilets as follows;

For each of the above lot, it is estimated that 70% of the toilets units may be a full standalone unit (comprising the substructure unit and the superstructure unit including the toilet seats and hand washing components) and 30% may be for only substructure unit with the toilet seat and hand washing components to be fitted in an existing superstructure owned by the beneficiary.
