Tender Description:: The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Ghana Project, and intends to apply part of the proceeds toward payments under the contract for Open Data Platform Development for Ghana.

2. The Ministry of Communications now invites sealed Bids from eligible Bidders for the development of Open Data Platform including:
a. Developing open data policy and legal framework for the government of Ghana. This must include regulations and technical framework for ensuring that the Open data initiative is a whole-of-government initiative.
b. Upgrading the current open portal in line with international standards and best practice
c. Developing content on open data using international best practice by bring together all sides of the open data ecosystem.
d. Providing Training and capacity Building for all the segments of the assignment
e. Developing a strategy on open data and data analytics for the Government of Ghana to be incorporated into the medium-term strategy.
f. Developing a framework for the establishment of an Ghana Open Data Forum
