REQUEST FOR EXPRESSION OF INTEREST (EOI)
DEVELOPMENT OF RAWLINGS MARKET INTO MODERN MARKET ON PUBLIC PRIVATE PARTNERSERSHIP (PPP) BASIS
1.0 Introduction
The provisions in the Local Governance Act (Act 936) outlines some key responsibilities of Assemblies that focus on development of the local Economy to harness the potentials of Small and Medium Scale Enterprises (SMEs)
The development of the local economy will certainly create employment for wealth creation to reduce poverty among the citizenry
In line with this objective, the Assembly is inviting investors to collaborate in the area of Public Private Partnership (PPP) arrangement for the development of Rawlings market into market lockable stores and ancillary facilities for Small and Medium Scale Enterprises (SMEs)
2.0 Background of the Assignment
b. Development of Rawlings Market into Modern market:
The market is an existing one sitting on 30.93 Acres of land located in the Central Business District. The Assembly has decided to upgrade the level of infrastructure to satisfy the current needs of the SMEs and to ensure that it befits the status of a Municipal business Centre.
The Berekum Municipal Assembly is therefore inviting prospective investors with proven capacity for the development of a market project under PPP as per the terms and conditions to be set out in the contractual arrangement on Built Operate and Transfer (BOT) basis for the development of above express interest.
This Expression of interest does not compel the Assembly to enter into a BOT project agreement with any organsation or firm expressing interest.
3.0 The Expression of Interest (EOI)
A firm will be selected in accordance with the National PPP policy guidelines and the Public Procurement Act 2003(Act 663) and as Amended 2016 (Act 914).
Only shortlisted firms will be contacted.
3.1 Basic Requirements for the Expression of interest
• Eligible Firms must submit the following as part of the Expression of Interest:
• Business Registration Particulars
• Tax Clearance Certificates
• Clear description of Funding Source
3.2 Technical and Professional Ability
• Outline the capacity and Experience as a strategy to undertake the assignment
• Provide list of evidence of previous experience in similar assignment and indicate your role
3.3 Language of the Expression of Interest.
All documents shall be prepared and submitted in English
4.0 Submission of Expression of Interest (E O I).
The EO I must be delivered to the address below by 16: 30 hours GMT on Monday 20th February, 2019.
You are to submit five copies (one original and four copies) and a soft copy on a CD-ROM/Flash drive in sealed envelope marked Expressing of interest – Development of Rawlings market.
