Chemonics, the Buyer, acting on behalf of the the Global Fund to Fight AIDS, Tuberculosis and
Malaria and the The Global Fund Ghana Regional Logistics Office (RLO), Last Mile Distribution
(LMD) and Logistics Management Information Systems (LMIS) Project, under contract number
Ghana-Chem-3-2018 is soliciting offers from companies and organizations to submit proposals to
participate with The Global Fund Ghana RLO/LMD/LMIS Project to provide transportation services
for health commodities throughout the Greater Accra region of Ghana.
The Global Fund Ghana Regional Logistics Office (RLO), Last Mile Distribution (LMD) and
Logistics Management Information Systems (LMIS) Project is implemented by Chemonics
International. The Global Fund Ghana RLO/LMD/LMIS Project is a strategic linkage between the
regions, central level and development partners that provides technical support to all Regional Health
Administrations (RHAs) to improve overall performance of the Ghana health supply chain system.
The Project coordinates and implements regional level logistics activities, including supporting
inventory management of logistics data to inform central and regional level decision-making; provides
targeted supportive supervision to lower-level health facilities; supports Regional Medical Stores
(RMS) in implementing or standardizing LMD; and supports implementation of LMIS.
The purpose of this RFP is to solicit proposals for regional level transportation of health commodities
that require a) cold chain and/or b) non-cold chain transportation services for temperature sensitive
pharmaceuticals, laboratory reagents/consumables, non- medical consumables and other health
products in Ghana. The offeror(s) will facilitate transportation of health products from the Greater
Accra Regional Medical Store (RMS) located in Accra to 148 selected Service Delivery Points (SDPs)
and District Health Directorates (DHAs) along six (6) designated routes in the region as stipulated
every week or other intervals as may be specified from time to time. The subcontractor will be required
to transport pharmaceuticals (including Essential Medicines, Program commodities etc.), non-drugs
consumables, stationery and other health commodities to selected districts and SDPs in the region.
Chemonics will issue an award to one company or organization. The award will be in the form of a
firm fixed price subcontract (hereinafter referred to as “the subcontract”. The successful Offeror shall
be required to adhere to the statement of work and terms and conditions of the subcontract, which are
incorporated in Section III herein.
Offerors are invited to submit proposals in response to this RFP in accordance with Section I
Instructions to Offerors, which will not be part of the subcontract. The instructions are intended to
assist interested Offerors in the preparation of their offer. Any resulting subcontract will be guided by
Sections II and III.
Through participation in the RFP process, the offeror acknowledges and warrants that it complies with
internationally recognized standards for human rights, labor, the environment, anti-money laundering
and anti-corrruption, including Global Fund’s Code of Conduct for Suppliers and the Global Fund’s
Sanctions Panel procedures as available on the Global Fund’s website
(https://www.theglobalfund.org/en/governance-policies/) and as amended from time to time. The
offeror acknowledges that Chemonics has full discretion to investigage compliance with such
standards and any potential fraud or abuse associated with this RFP or any resulting subcontract.
This RFP does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay
any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics
reserves the right to reject any and all offers, if such action is considered to be in the best interest of
Chemonics.
Unless otherwise stated, the periods named in the RFP shall be consecutive calendar days.
