- Chemonics International Inc. (hereinafter referred to as “Chemonicsâ€), under The Global Fund Ghana
Regional Logistics Office (RLO), Last Mile Distribution (LMD) and Logistics Management
Information Systems (LMIS) Project , Ghana-Chem-3-2018, is issuing a Request for Proposals (RFP)
for the provision of health commodity transportation services in the Central region. The attached RFP
contains all the necessary information for interested Offerors.
The Global Fund Ghana Regional Logistics Office (RLO), Last Mile Distribution (LMD) and Logistics
Management Information Systems (LMIS) Project is implemented by Chemonics International in
Ghana. The Global Fund Ghana RLO/LMD/LMIS Project endeavors to supply Ghanaians with
lifesaving pharmaceutical and medical supplies and simultaneously build the capacity of government
organizations and agencies, health care facilities among others. The Global Fund Ghana
RLO/LMD/LMIS Project as part of its support to Ghana’s Ministry of Health (MOH) and the Ghana
Health Service (GHS) to assure commodity security is collaborating with the Central Regional Health
Directorate (RHD) to implement last mile distribution (LMD) (i.e. from the Regional Medical Stores
(RMS) to selected service delivery points (SDP) and District Health Directorates (DHA)) within the
region. This is aimed at ensuring health commodity availability at SDPs for effective service delivery
to clients.
The purpose of this RFP is to solicit quotations for regional level transportation of health commodities
that require a) cold chain and/or b) non-cold chain transportation services for temperature sensitive
pharmaceuticals, laboratory reagents/consumables, non- medical consumables and other health
products in Ghana. The offeror(s) will facilitate transportation of health products from the Central
Regional Medical Store (RMS) located in Cape Coast to 160 selected SDPs and RMS located along
four (4) designated routes/zones in the region as specified from time to time. The subcontractor will
be required to transport pharmaceuticals (including Essential Medicines, Program commodities etc.),
non-drugs consumables, stationery and other health commodities to designated districts and SDPs in
the region.
Companies or organizations should indicate their interest in submitting a proposal for the anticipated
subcontract by sending an email indicating their intention to Noble Ayrakwa, Procurement and
Subcontracts Manager at PSMGHANAProcurement@ghsc-psm.org by 4:00 pm on February 20,
2019. Questions must be received in writing no later than February 22, 2019; phone calls will not be
accepted. Questions and requests for clarification – and responses thereto – that Chemonics believes
may be of interest to other offerors will be circulated to all RFP recipients who indicated an interest
in bidding.
This RFP does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay
any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics
reserves the right to reject any and all offers, if such action is considered to be in the best interest of
Chemonics.
