- INTRODUCTION
The Government of Ghana and its Development Partners as part of the on-going Decentralization and Local Government reforms, is implementing a Performance-Based Grant System for Metropolitan, Municipal and District Assemblies (MMDAs) which involves a District Development Facility (DDF).
The overall goal of the Performance-based Grant Systems is to improve the performance of the District Assemblies in terms of efficiency, accountability and the delivery of basic community services.
SPECIFIC OBJECTIVES
• Provide information on District Assemblies’ compliance with legal and regulatory framework.
• Obtain performance information on the functional capacity of District Assemblies
• Identify capacity gaps of District Assemblies.
• Establish a link between performance and capacity building support.
• Provide a basis for incentivizing District Assemblies.
The MMDAs were first assessed in 2018 using the District Assembly Performance Assessment Tool (DPAT). The DPAT is an expansion of the Responsive Factor indicators to include indicators that are used to evaluate the performance of MMDAs about their compliance with the existing legal, regulatory and policy framework as the basis for the provision of the financial incentive.
The Ministry of Local Government, Decentralization and Rural Development (MLGDRD) is initiating the process to conduct the 5th DPAT Assessment of the MMDAs covering the following thematic areas:
• Management, Coordination, Monitoring and Evaluation
• Functional capacity in Planning
• Financial Management and Auditing
• Procurement
• Accountability, Transparency, and Participation
• Social inclusion and Service Delivery
• Environment and Climate Change
• Capacity Building
• Sanitation
• Local Economic Development
OBJECTIVES OF THE ASSIGNMENT
To provide consultancy services to MLGDRD in the 5th DPAT Assessment of MMDAs in the thematic areas listed above based on the implementation of their 2020 fiscal year activities.
SCOPE OF THE ASSIGNMENT
The Consulting Firms will be required to administer the assessment tool and its outcome using the reporting formats as described in the DPAT Operational Manual.
The duration of the contract will be a maximum of eight (8) weeks including field work and submission of reports.

- Interested Consulting Firms are requested to submit their profiles including a description of similar assignments and curriculum vitae of available and qualified staff within the following areas: 1) Local Governance and Decentralization 2) Public Administration 3) Planning 4) Human Resource Management and 5) Financial Management.
The Consulting Firms should also give evidence of the necessary organizational setup and logistical support to facilitate the assignment. In addition, information on the evidence of registration, legal tax status of the firms or institutions and other statutory information are to be provided.
