1. Background
STMA in collaboration with her project implementing partners have received funding from the European Union under the ‘Local Authorities: Partnership for Sustainable Cities ‘aimed to promote integrated urban development through partnerships built among Local Authorities of the EU Member States and of partner countries in accordance with the 2030 Agenda on sustainable development. The Assembly intends to apply part of the funding to develop electronic government (E-Government) platform to enhance access to information, citizen participation and efficiency in municipal service delivery under the action Twin-Cities in Sustainable Partnership Project (TCSPP).

- 2. Selecting a consultant
TCSPP is seeking to engage a consultant to undertake this assignment. The consultant can be individuals or corporate body with proven expertise in the following fields: computer programming, web design, database analysis, mobile application, project management, corporate communication and governance
Prospective consultant should submit proposals that include the following information:
a. A methodology to meet the objectives.
b. A short description of the individual consultant or teams’ knowledge and experience in similar assignments
c. CVs of the individual consultant or team (not more than 3 pages per person).
d. A Statements of exclusivity and availability signed by each of the key experts.
e. A detailed Technical and Financial proposal to meet the objectives of the assignment as outlined in the Terms of Reference in the tender document (Request for Proposals).
3. Selection of prospective consultant will be conducted through National Competitive Tendering Procedure as specified in the Public Procurement Act, 2003 (Act 663) as amended, amended Act, 2016 (Act 914) and also in line with the Contract Procedures for European Union External Action, i.e. PRAG (Practical guide to procurement and grant award procedure).

5. A complete set of Request for Proposal document in English may be purchased by interested consultant on the submission of a written application to the address below and upon the payment of a non-refundable fee of Five Hundred Ghana cedis (GH¢500.00) only.
6. Proposals must be delivered to the address below at or before 4:00pm Thursday, 21st September 2022. Late proposals will be rejected. Applicants are to submit one (1) original and two (2) additional copies of their RFP documents. Technical proposal should be in a separate envelope and be marked “Technical proposal” and Financial proposal should be marked “Financial Proposal”.
