Tender Description:
The Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) now invite sealed Bids from eligible Bidders for Electronic Payment Services to cover payment of unskilled labour under component 1.1 of the Project

Component Description: Community investments for strengthening local resilience and inclusion

Additional Information:
The scope of the assignment will include but limited to:

1. Enrol project beneficiaries using their unique Ghana Card numbers and issue them with a payment instrument (bank ATM card; Mobile Number, Bank Accounts, as applicable) to receive payments
2. During enrolment and on boarding, perform a one-time replacement of beneficiaries whose access (SIM, Bank Card etc) are missing, damaged or expired.
3. Share enrolment data electronically with the Project.
4. Validate enrolment data to ensure that only project beneficiaries are registered on the electronic payment platform.
5. Transfer funds into beneficiary payment instruments.
6. Set up the necessary infrastructure and human resources (distribution points, agents,
a. network etc.) required to ensure that beneficiaries on their own can get access to their cash,
b. without any cash-out.
7. Register project beneficiaries and issue SIM cards where applicable to enable them to use the mobile network and mobile money wallet.
8. Provide an API platform to validate the ownership of beneficiary mobile numbers and SIM cards before payments are issued to them.
9. Credit mobile money wallets, bank accounts and bank ATM cards of beneficiaries through the API provided to the project.
10. Share payment and cash-out reports electronically to aid in reconciliations continuously, and no later than 28 days after the completion of payments.
11. Collaborate with the project team to resolve any discrepancies that may be picked out during reconciliation.
12. Receive and resolve grievances related to connectivity and mobile money, leveraging.
13. Provide a platform to retrieve enrolled beneficiaries and their assigned bank ATM cards, bank accounts, or mobile money wallet numbers.
14. Provide security mechanisms for cash transfers and accessibility; and
15. Develop payment and other related reports at all stages of implementation and share them with the project.


Further, the Service Provider shall:
i. At least once per year, conduct verification of the identities of already enrolled beneficiaries to prove the continued validity of their enrolment; Open account(s) for receipt of funds for disbursement of wages/ start-up cash grants and associated costs.
ii. Devise a system of registration with the capability to register at least 100 persons per day per site.
iii. Ensure each cardholder is linked to the national ID (Ghana Card, etc.) and unique project ID, and ensure deduplication.
iv. Ensure that the register has enough security features to avoid easy duplication, impersonation, and secure register updates from time to time.
v. Clearly outline the methodology for effecting payment to beneficiaries within the project communities specifying strategies for simultaneous payments in different communities.
vi. Develop an API to integrate Project MIS systems to transfer the payrolls, payment reports and enrolment data securely.
vii. Provide evidence of a [payment] system with offline capabilities.
viii. Ensure payment reports with sufficient details for reconciliation.
ix. Provide progress reports on all activities, and
x. Provide interoperability of different/related payment systems.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (‘Procurement Regulations’ herein after referred to as Regulation) dated July 2016, revised in November 2017, in August 2018 and November 2020., and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Ministry of Local Government, Decentralisation and Rural Development (MLGDRD), Head of Procurement and procurement@mlgrd.gov.gh and inspect the bidding document during office hours from Wednesday, 1st March 2023 (09.00 hours to 17.00 hours) at the address (1) given below.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred US Dollars (USD100.00) or in any free convertible currency. The method of payment will be by cashier’s check, bank draft or cash. The document will be sent by hand delivery to address indicated below.

Bids must be addressed to the Chief Director, MLGDRD and delivered to the address (2) below on or before 10.00 hours GMT and Friday, 14th April 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address (2) below on 10.00 hours GMT, 14th April 2023.

All Bids must be accompanied by a Bid Security of Eighty Thousand US Dollars Only (USD80,000.00).
