• The National Youth Authority (NYA) has completed some of his youth resource centers within the country. The objectives of the construction of the above projects is to serve as a place where young people can assemble and participate in a variety of activities, for example table tennis, association football, basketball, video games, occupational therapy, counselling, and religious activities. The Youth Resource Centers YRC is therefore expected to house Youth Facilities and be community-based to reflect the demographics of the youth in a community and government policy on decentralization:
BRIEF DESCRIPTION OF TECHNICAL SERVICES: THE ENGAGEMENT OF FACILITY MANAGEMENT
• The NYA is undertaking the primary procurement with a view to concluding a framework Agreement. The NYA is the Sole Entity under the Framework Agreement.
• The framework Agreement to be concluded will be a” Single- User with various locations indicated above”. The Single – User entitled to procure under the Framework Agreement is the National Youth Authority.
• The framework Agreement to be concluded will choose a Single- Services Provider.
• The selection of an FWA Service Provider to be awarded a Call- off Contract will be done through a secondary Procurement process as defined in the Framework Agreement. However, the conclusion of the Framework Agreement shall not impose any obligation on the Procurement Entity to procure Technical Services under a Call- off Contract. The conclusion of a frame work Agreement does not guarantee that an FWA service Provider will be awarded a Call-off Contract.
• Tendering will be conducted through the National Competitive Tendering procedures specified in the Public Procurement Act, 2003(Act663) as amended.
• The framework Agreement to be concluded for a period of three (3) years, renewable for an additional three (3) year, from the date of commencement The scope of services to be provided is outlined in the attached Terms of Reference (TOR).
• Interested eligible tenderers may obtain further information from the National Youth Authority from 08:00 -16:00 hours each working day at the address given below.
• The eligibility requirement include:
• Valid GRA Tax Clearance Certificate
• Valid SSNIT Clearance Certificate
• Valid VAT Registration Certificate
• Valid Business Registration Certificate
• Valid Certificate of Incorporation
• Valid Registration Certificate from PPA.
• Documentary Evidence of three similar jobs done with references and;
• ii. Technical, financial and managerial capability of the firm
• A complete set of Tender Document may be purchased at the address stated below for a non-refundable fee of One Thousand and Five Hundred Ghana Cedis (GH¢1,500.00) only, for each set. The document will be obtained personally and with an application letter. Tenderers are advised to use the address stated below for obtaining information, inspection and purchase of tender document.
• Tenders must be deposited into the box located at the address below at or before 10:00 hours GMT 5th March 2024 Tenders shall be valid for a period of 120 days after the deadline of tender submission. All tenders must be accompanied by a Tender Security of the amount stated in the table above.
• Late Tenders will not be accepted and will be returned unopened to the tenderer. Tenders will be opened in the presence of the tenderer’s representatives who choose to attend at the Conference Room of the National Youth Authority at 10:30 hours GMT on 5th March2024
