- • The Government of the Republic of Ghana, acting through the Tema Metropolitan Assembly (the “Employer”), intends to apply a portion of its District Assembly Common Fund (DACF) and Internally Generated Funds (IGF) to fund eligible payments under the contracts stated in the table below for which this Invitation for Tenders (“IFT”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the funding and conditions to the disbursement of funding. No party other than the Government and the Employer shall derive any rights from the funding or have any claim to the proceeds of the funding.
• The Contracts expected to be awarded and completed is stated in the table above under this IFT.
• This IFT follows Notices/Bulletins for these projects that appeared in Ghanaian Times and Public Procurement Authority (PPA) website www.ppaghana.org, all dated Thursday, 29th February, 2024. The Tema Metropolitan Assembly now invites sealed Tenders (“Tenders”) from eligible and qualified entities or persons (“Tenderers”) to provide the works and goods and referenced above.

• More details on the requirements are provided in the Bills of Quantities, Specifications, terms of references, Performance Requirements and Drawings included in the Tender Documents accompanying this IFT.
• This IFT is open to all eligible and qualified Tenderers who wish to respond to the relevant “Tender Documents”. Qualification requirements are as described in Section III. Evaluation and Qualification Criteria.
• A contractor / Supplier and Service Provider will be selected under a competitive Tendering method through the evaluation procedure which is described in the Tender Documents, in accordance with the Public Procurement Act, 2003 Act 663 Amended as Act 914, 2016.
• It is mandatory that Tenderers include in their tender the under listed statutory requirements.
• Valid Business Registration Certificate
• Valid Certificate of Incorporation
• Valid GRA Tax Clearance Certificate.
• Valid SSNIT Clearance Certificate.
• Valid Labour Certificate for No.1-2 only
• Valid Registration Certificate from PPA
• Valid MWH Certificate (D3, K3 and above) for No.1-2 only
• Power of Attorney.
• Eligible Tenderers interested in obtaining the Tender Documents may obtain further information and inspect the Tender Documents at the Office of the Metropolitan Co-ordinating Director from 9:00 am hours to 17:00 hours GMT on working days.
• A complete set of Tender Documents in English may be purchased from Metropolitan Procurement Unit from 9:00 am hours to 17:00 hours GMT by interested Tenderers on the submission of a written application to the address below and upon payment of a non-refundable fee stated above for each set of Tender Documents. The method of payment will be by Cash payable to Tema Metropolitan Assembly in Tema, Ghana.
• The deadline for submission of Tenders is Friday, 15th March, 2024 at 11:00 hours GMT. Tenders must be delivered to the address below on or before the time specified above.
• All Tenders must be accompanied by a Tender Securing Declaration or Tender Security in the form and amount specified in the Tender Documents
• Late Tenders will not be accepted and will be returned unopened to the Tenderer. Tenders will be opened immediately after the deadline for submission on Friday, 15th March, 2024, at 11:30 hours GMT in the presence of Tenderers’ representatives who choose to attend at the Conference Hall (Fourth Floor), Tema Metropolitan Assembly, Tema.

NB : FOR PROJECT No. 6 IN THE TABLE ABOVE,
The Tema Metropolitan Assembly intends to offer its land within the Metropolis to prospective investor to construct and manage the project as indicated in the table above.
In this arrangement, the prospective investor is required among other things to
o Undertake engineering studies and design of the projects.
o Finance the Construction of the entire project to completion including provision of needed equipment.
o Prepare and implement the facility management plan
o Manage the facility for the specified contractual period.
