Additional Information:
1. The Ghana Standards Authority, Head Office Accra intends to apply part of its budgetary allocation to fund eligible payments under Call-off Contracts that may be awarded under the Framework Agreement (FWA) concluded through this IFT Primary Procurement process.

2. The Ghana Standards Authority undertaking this Primary Procurement is with the view of concluding a Framework Agreement.

3. The Procurement Entity is the sole Entity under the Framework Agreement and now invites sealed Tenders from eligible Tenderers for the supply of the items described and detailed in section VII of the tender document.

4. The Framework Agreement to be concluded will be “Single-User.” The Single-User entitled to procure under the Framework Agreement is Ghana Standards Authority, Head Office Accra.

5. The Framework Agreement to be concluded will be “Single-Supplier” for the items in the package.
6. The selection of a Framework Agreement Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in the Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procurement Entity to procure Goods under a Call-off Contract. The conclusion of a Framework Agreement does not guarantee that a Framework Agreement Supplier will be awarded a Call-off Contract.

7. Tendering will be conducted through the National Competitive Tendering procedures specified in the Public Procurement Act, 2003 (Act 663) as amended.
8. Tenderers may submit Tenders for all “items” in the LOT.
9. The Framework Agreement shall be concluded for a Term of one (1) year from the commencement date stated in the Framework Agreement.
10. The Primary Procurement shall establish a Closed Framework Agreement(s). This means that no new firm(s) may conclude Framework Agreement during the Term of Framework Agreement
11. Interested eligible Tenderers may obtain further information from Ghana Standards Authority Procurement Department and inspect the Tender document during office hours from 09:00am to 4:00pm on each working day at the address given below. The Eligibility requirements include the documents below and tenderers must attach copies of this mandatory documents to their tender documents:
• Letter of Tender
• Valid GRA Tax Clearance Certificate
• Valid SSNIT Clearance Certificate
• Valid VAT Registration Certificate OR Valid VAT Exemption letter (if applicable)
• Valid Business Registration Certificate (Certificate of Incorporation and Certificate to Commence Business)
• Valid PPA Registration Certificate
• Form of Tender-Securing Declaration
• Samples of all items

12. A complete set of Tender documents in English may be purchased by interested Tenderers on the submission of a written application to the address below and upon payment of a non-refundable fee of Four Hundred Ghana Cedis (Ghc 400.00) Only in Cash, at the accounts department (Cash Point) of Ghana Standards Authority, Head Accra

13. Completed tender document with the package number boldly written on the envelope must be deposited in the tender box located at the reception of the main Administration block at Ghana Standards Authority, Head Office Accra on or before, 2nd April, 2024 at 1:30 pm prompt and addressed to:

14. Electronic Tendering “will not” be permitted. Late Tenders will be rejected.
15. Tenders will be opened in the presence of Tenderers’ representatives who choose to attend at the Conference Hall of Ghana Standards Authority Head Office, Accra (Block “B” room B-17) at 1:40 pm on 2nd April, 2024..
16. Tenderers are required to submit samples of items they intend to supply when they are submitting the tender document. The samples must be clearly labeled with tenderer’s name, package name and the item number.
