Tender Description:
The Ghana Grid Company Limited (GRIDCo) intends to construct a 161kV Substation as part of the National Interconnection System at Kpone, near Tema as part of the power evacuation facilities for the Kpone Thermal Power Plant being constructed by the Volta River Authority into the transmission grid. Tendering is open to all Tenderers from eligible source countries as defined in the Guidelines of the Public Procurement Act of the Republic of Ghana. GRIDCo has engaged the International Finance Corporation (member of the World Bank Group) for financing of the Works. Tenderers shall however submit a funding proposal to finance in part or the whole works. Such a funding proposal should be presented in a separate sealed envelope with the tender clearly stating the terms and conditions of the financing. GRIDCo reserves the right to accept and negotiate the funding proposal of the winning bidder. The proposed funding proposal will not be taken into consideration in the evaluation of the tenders. GRIDCo now invites sealed tenders from eligible and qualified Tenderers for the site survey, design, manufacture, inspection, point of entry clearing charges, storage charges, transportation to site, erection, testing and commissioning of the works under the project. This work is divided into two packages as described below and Bidders may bid for one or both packages and bids will be evaluated individually and the contracts awarded to the most economic combination: PACKAGE 1: SUBSTATION WORKS (a) Kpone Substation Works The turn-key construction of a 161kV Substation at Kpone to be configured in a breaker-and-half arrangement with five (5) diameters ultimately for the termination of five (5) lines, three (3) generating units and installation of two (2Nos.) 161/34.5kV Power Transformers. The works to be carried out at the Substation shall include the following. Optional services should be quoted competitively, clearly indicated in a separate price schedule and will be taken into account in the bid comparison but GRIDCo reserves the right to drop such services from the award: Package 1: Substation Works  Installation, testing and commissioning of 2Nos. 161/34.5kV, 50/66MVA Power Transformers to be free issued by GRIDCo (Optional).  Installation, testing and commissioning of 2Nos. 250KVA, 34.5/0.415kV Auxiliary transformers complete with all required accessories (Optional).  Installation, testing and commissioning of 2Nos. 34.5kV grounding/auxiliary transformers complete with all required accessories (Optional).  Provision of all balance of plant including 161kV dead tank circuit breakers, 161kV disconnect switches, 161kV CVT’s, 161kV VT’s, 161kV CT’s, 161kV surge arresters, 161kV line traps, 161kV post insulators, 161kV gantries, 34.5kV feeder equipment complete and 34.5kV underground cles if required, buswork, substation grounding, AC/DC station auxiliaries, substation lighting complete. Provision of 2Nos. 34.5kV, 21.60MVar capacitor banks complete with all required balance of plant namely inrush reactors, circuit breakers, disconnect switches, current transformers, voltage transformers, neutral current transformers, protection, control and metering panels, etc if required.  Provision of protection panels and all the relevant accessories for the transmission lines, busbars (A & D bus), 161/34.5 power transformers and all 34.5kV feeders including 34.5kV capacitor banks if required.  Provision of Substation Amation System (SAS) and Mosaic Mimic Board complete with all control and metering systems for the entire configuration of the Substation.  Provision of billing metering systems for all the 161kV and 34.5kV feeders complete for the Substation.  Provision of telecontrol (SCADA), teleprotection and Communication facilities using the OPGW and/or PLC to be consistent with existing GRIDCo communications systems for the Substation and adjourning Substations including appropriately sized wave traps.  All civil works associated with the ove works including site survey, substation site clearing, leveling, filling and compaction, substation control building, drainage and septic tank, fencing with gates, drive ways, equipment plinths, tower foundations, Engineer’s Representatives office etc. Provision of water supplies, and sewage facilities at the substation (b). Volta Substation (if Required) These works shall be quoted competitively, clearly indicated in a separate price schedule and will be taken into account in the bid comparison but GRIDCo reserves the right to drop such services from the award. The works to be carried out at the Volta Substation involves the termination of transmission line (s) from the newly constructed 161kV Kpone Substation. This shall include but not limited to the following:  Provision of all balance of plant including 161kV dead tank circuit breakers, 161kV disconnect switches, 161kV CVT’s, 161kV VT’s, 161kV CT’s, 161kV surge arresters, 161kV line traps, 161kV post insulators, 161kV gantries for equipping the diameters for the termination of all 161kV transmission lines from Kpone Substation.  Termination of all transmission lines on existing line bays at Volta Substation.  Provision of protection panels and all the relevant accessories for 2Nos. transmission lines, busbars (A & D bus).  Integration of the control and metering systems into the existing Mosaic Mimic control panel.  Civil works complete for the electromechanical equipment to be supplied for terminating the 161kV lines. PACKAGE 2: 161KV TRANSMISSION LINE WORKS The transmission line component of the Project consists of the following:  The construction of two (2) parallel double circuit transmission lines of approximately 5Km and 7Km each from the proposed Kpone Switchyard to the existing Volta and Smelter II substations respectively. These compact 161kV lines shall use 1x630mm2 ACSR conductors on self-supporting monopole steel towers using rigid insulators and fitted with two (2) shieldwires both of which shall be optic fibre ground wire (OPGW).  The existing Kpong GS-Volta line (Z18V) shall continue to Volta by making use of one of these compact line circuits from the Kpone Switchyard to the Volta Substation. The remaining circuit would be strung from the Kpone Switchyard to the Volta substation for termination.  The remaining two lines would be strung on the second double circuit line from the Kpone Switchyard to the Volta and/or Smelter II Switchyards for termination.  The decommissioning of the section of the existing Kpong – Volta transmission line from the proposed Kpone Switchyard to the Volta Substation and handing over all materials (tower members, insulators, line hardware etc) to GRIDCo in 40’ containers at the GRIDCo Warehouse in Tema. This will involve the design, supply and installation/erection/execution/stringing of and bringing into commercial operation. Works shall include: 1. Final Survey, tower spotting, pegging etc. 2. Bush clearing and access road construction. 3. Foundation Works ( excavation, concrete and backfilling) 4. Double circuit towers, clamps, connectors etc. 5. Fog type U100 glass insulators or polymeric compact insulators 6. Line hardware and fittings including vibration dampers, counter weights, clamps, etc. 7. 1 x 604mm2 AAC (HAWTHORN) conductors, OPGW as shield wires. 8. Testing and commissioning of the transmission line 9. All associated civil works The Tender is being conducted through Open Tendering procedures specified in the Public Procurement Act, 2003. A complete set of Tendering Documents in English may be purchased by interested Tenderers on submission of a written application to the address 2 below and upon payment of a nonrefundle fee of US$500.00. The method of payment shall be by cash or certified cheque in the name of Ghana Grid Company. Tendering documents are availle for purchase from 25th July – 7th August 2013. A Pre-Tender meeting and mandatory site visit will be organized for all interested Tenderers on 16th August 2013 at the GRIDCo Procurement Section Conference Room, Tema at 11.00am. To be qualified for award of the Contract, Tenderers shall provide evidence satisfactory to the Employer of their capility and adequacy of resources to carry out the Contract effectively, including amongst others: a) Evidence from notarized authenticated copies of proper constitution or legal status of company, place of registration and principal place of business of the company; b) Have particular experience and past performance in the execution of at least three (3) projects for high voltage substation projects within the past ten (10) years, details of current jobs of similar nature in hand and other contractual commitments; c) Have a minimum annual turnover of not less than the amount as indicated in the Tender document. d) Possess liquid assets and/or credit lines of not less than the equivalent amount as indicated in the tender document and details of the lines of credit and an authority from the Tenderer to seek reference from the Tenderer’s bankers; e) Satisfactory financial standing based on audited financial statements (profit and loss statements, balance sheets, auditor’s report and cash flow statements) for the past five years; f) Shall not have a consistent history of awards against the Tenderer or any partner of a joint venture in any litigation or arbitration resulting from contracts completed or under execution by him over the last five years. g) Proof of delivery of a power project in West Africa as attested by the Employer of that project. Tenders must be delivered to the address 3 below by 14.00 HRS GMT on 20th September 2013.. All Tenders must be accompanied by a Tender Security of Two Hundred Thousand United States Dollars (US$200,000.00) or its equivalent in a free convertible currency. Late Tenders will be rejected.
